ECONOMY
Agriculture sustained the demographic, urban and institutional transformations discussed in the
preceding chapters, but the rural economy cannot be reduced to a single image of the timeless Indian village.
In the Middle Ganga plains, cultivation was embedded in floodplain ecology, seasonal rainfall, livestock,
household labour, storage, exchange, political extraction and religious patronage. The evidence is uneven.
Archaeobotany and excavation can establish crops, food-processing tools and settlement sequences at
particular sites; early Buddhist texts illuminate social categories such as gahapati, cultivator and dependent
worker; later state and normative texts offer models of land, irrigation and taxation that must not be
projected mechanically backward. This chapter therefore reconstructs mechanisms and limits rather than
inventing a uniform agrarian system for all of Mithila, Vajji and Anga.
10.1 Scope: the rural economy was historical, not timeless
The phrase “rural economy” covers more than farming. Fields, grazing, livestock, fishing, gathering, fuel,
house-building materials, transport, household processing, local exchange and obligations to political or
religious institutions all formed part of village and countryside livelihoods. Nor should the village be
imagined as an isolated, self-sufficient unit. Chapter 6 showed that early towns depended upon countryside
flows of food, fibres, animals and labour, while rural households obtained tools, salt, ornaments and other
goods through exchange. The task is therefore to reconstruct a connected agrarian landscape rather than a
sealed village economy (Allchin 1995; Sharma 1983).
10.2 Evidence must be matched to the claim
For this region, direct evidence is strongest at excavated sites such as Chirand and at well-studied Middle
Ganga comparators such as Senuwar. Archaeobotanical research establishes crop repertoires and long-term
diversification, but it does not by itself reveal landownership or tax rates. Pāli literature preserves terms for
farmers, cattle-keepers, householders, workers and rulers, yet its narratives are religious compositions rather
than agricultural surveys. The Arthaśāstra contains exceptionally detailed agrarian administration, rainfall,
irrigation and revenue categories, but its composite date and state-centred perspective make it a comparator
for institutional possibilities, not a documentary description of sixth- or fifth-century BCE Vaishali or
Champa (Bhattacharya 1978; Olivelle 2013).
10.3 Agrarian intensification had a long prehistory
Early historic agriculture did not begin with the rise of cities. Chapters 2–4 documented long-standing
cultivation, animal keeping, fishing and plant processing in the Middle Ganga plains. Chirand and Senuwar
show that rice, wheat, barley, pulses and other crops entered diversified farming systems well before the
mature early historic horizon. Archaeobotanical synthesis across the Ganga Plain indicates continuity
combined with diversification rather than a sudden agricultural invention at the moment of urbanisation
(Pokharia et al. 2017). The early historic transformation therefore concerned scale, coordination, surplus,
exchange and social differentiation as much as the existence of farming itself.

10.4 Rice was central, but the countryside was not a rice monoculture
Rice was exceptionally well suited to humid and seasonally inundated parts of the eastern Gangetic plain,
and it appears prominently in the archaeological record. Yet the same record cautions against reducing the
agrarian economy to rice alone. Wheat, barley, pulses and, in wider Ganga Plain sequences, millets, oilseeds
and other useful plants demonstrate a more diversified crop repertoire. Different soils, elevations and
moisture regimes would have favoured different combinations. A diversified system also spread risk: failure
of one crop or season did not necessarily destroy the entire household food base (Pokharia et al. 2017; Singh
2004).
10.5 Two agricultural seasons increased both opportunity and labour demand
The coexistence of monsoon and winter crops at sites such as Chirand and Senuwar implies scheduling
across more than one agricultural season. This was not simply a matter of sowing twice. Seed selection, field
preparation, weeding, harvesting, threshing, drying and storage had to be coordinated with livestock care and
domestic work. Double-season cultivation could increase total output and smooth food availability, but it
also concentrated labour demands at particular moments. The household economy therefore depended upon
temporal organisation as much as upon land area.
10.6 Pulses, oilseeds and minor crops mattered to resilience
Cereals dominate many historical narratives because they are easily linked to taxation and staple
consumption, but archaeobotanical evidence reveals a broader agrarian portfolio. Pulses contributed protein
and could be fitted into seasonal rotations; oilseeds and fibre crops added food, fuel, craft and exchange
value; gathered fruits and wetland resources supplemented cultivation. The appearance and diversification of
such crops across Iron Age and early historic contexts in the Ganga Plain is evidence for planned arable
systems rather than a subsistence regime organised around one cereal (Pokharia et al. 2017).

10.7 Livestock linked cultivation, transport, food and wealth
Cattle, buffalo, sheep, goats and pigs had multiple economic roles. Bovids could provide traction,
manure, milk and transport as well as meat; smaller stock converted vegetation and household waste into
usable products and served as mobile stores of value. Archaeozoological evidence from Chirand shows a
mixed domestic and wild animal economy, while early texts routinely place cattle-keeping alongside farming.
Rural production should therefore be modelled as agro-pastoral rather than as crop cultivation separated
from animal management.
10.8 Iron tools enabled some tasks but did not cause agriculture by themselves
Iron axes, sickles, hoes and plough-related implements could improve woodland clearance, harvesting and
cultivation, and their wider availability formed part of the technological background to early historic
expansion. But the older “iron caused the second urbanisation” model is too mechanical. Farming had existed
long before widespread iron; productivity depended equally on seed systems, labour, soil, water, livestock and
social organisation. Iron should be treated as one enabling element in a coupled agrarian system, not as a
single trigger (Sharma 1983; Thapar 1999; Allchin 1995).
10.9 Floodplains offered fertility and danger together
The north Bihar plain was not a stable agricultural platform. Natural levees, backswamps, abandoned
channels, wetlands and younger alluvial surfaces created sharply different field conditions over short
distances. Flood deposition could renew soil nutrients or bury crops and settlements; channel migration
could improve one locality while damaging another. Chapter 5 showed why this geomorphic dynamism
matters archaeologically. For farmers it also meant that land quality was historical: the productive value of a
plot depended upon elevation, drainage, sediment and the recent behaviour of rivers.
10.10 Rainfall was fundamental; large irrigation systems must not be invented
The monsoon provided the principal water regime for much of the eastern Gangetic plain, supplemented
locally by floodwater, ponds, wells, channels and stored water. The Arthaśāstra devotes detailed attention to
rainfall, land types and irrigation works, showing the conceptual importance of water management in later

statecraft (Bhattacharya 1978). That evidence should not be transformed into a claim that Vaishali, Mithila
or Anga possessed a uniform state-built canal network in the earlier period. Where local archaeological or
inscriptional proof is absent, the responsible formulation is that irrigation and water control were possible at
several scales but remain unevenly documented.
10.11 Water management operated at household, community and political
scales
Even without monumental canals, agrarian water management could involve field bunds, drainage, use of
natural depressions, ponds, wells and maintenance of local channels. Some forms required only household
labour; others demanded cooperation among neighbours or intervention by political authorities. The social
history of irrigation is therefore not simply a technical question. Access to water could magnify inequality
when households differed in labour, livestock, location or political influence. Conversely, collective
maintenance could bind a settlement together through shared dependence on infrastructure.
10.12 The Kūṭadanta Sutta links seed, cattle and public order
A striking early Buddhist political-economic narrative appears in DN 5, the Kūṭadanta Sutta. Faced with
disorder, the king is advised not merely to punish or levy fresh taxes but to provide food and seed-grain to
those engaged in farming and cattle-keeping, capital to traders, and food and wages to government servants.
The passage is not a royal budget from historical Magadha, yet it reveals a social imagination in which
agrarian inputs, livelihoods, revenue and political stability are explicitly connected (Walshe 1995, DN 5). It is
especially valuable because it treats cultivators as economic actors whose productive capacity affects the wider
state.
10.13 The household was the basic productive institution, but households were
unequal
Agricultural production normally required coordinated household labour across seasons: field work,
livestock care, food processing, fuel collection, storage, repair and childcare. The category gahapati in Pāli
literature could denote the master of a household and, in many contexts, a person controlling substantial
resources. It should not be translated automatically as “peasant” or “landlord” in every occurrence. The term
is historically useful precisely because it shows that household authority and economic resources could be
joined, while the size and wealth of such households varied greatly (Chakravarti 1987).
10.14 Control over land and labour created rural differentiation
Early historic rural society was not economically level. Some households possessed more land, cattle, seed,
storage and labour than others. Pāli sources distinguish wealthy householders from dependent workers and
frequently mention dāsa and kammakāra relationships. Such categories do not supply a census, but they
demonstrate that cultivation could involve unequal control over people and productive assets. Landless
labourers, servants, hired workers, debtors and smaller cultivators must therefore remain visible in the
reconstruction even when elite householders dominate named narratives (Sharma 1983; Chakravarti 1987).
10.15 Village leadership linked local society to wider authority
The village was also an administrative and social node. Later sources make village headmen and local
officials highly visible, but early evidence is less systematic. It is safer to reconstruct functions than fixed
offices: coordination of local obligations, communication with rulers, dispute mediation, organisation of

labour, and collection or transmission of dues all had to occur somehow as territorial states expanded. The
degree to which these functions were hereditary, elected, appointed or informal probably varied. A single
later administrative template should not be projected across all of Vajji, Anga and Mithila.
10.16 Taxation depended on production but cannot be assigned a universal rate
States and oligarchic polities required resources for officials, warfare, public works, courts and ritual or
diplomatic expenditure. Agriculture therefore became an important base for appropriation. Yet the exact
incidence of tax in early Mithila–Vajji–Anga cannot be reconstructed by importing the rates prescribed in
later legal or statecraft texts. The Arthaśāstra distinguishes countryside revenues and agricultural dues from
urban revenues, demonstrating a developed fiscal logic, but the text belongs to a different evidentiary layer
(Bhattacharya 1978; Olivelle 2013). For the earlier period, the secure conclusion is that expanding political
institutions required regular access to rural surplus, not that one universal percentage applied everywhere.
10.17 Surplus had several claims before it ever reached a market
A harvest did not divide neatly into “subsistence” and “surplus.” Seed for the next season, household
food, fodder, payments to workers, social obligations, ritual gifts, taxes or dues, repayment of debts and
emergency reserves could all claim shares. Only some produce entered exchange. This is why storage capacity
and access to labour mattered so much. A household with the same gross harvest as its neighbour could have
a very different economic position if its dependants, debts, livestock needs or political obligations were
greater.

10.18 Storage turned harvests into year-round security and bargaining power
Archaeological evidence for bins, pits, jars, granaries and processing areas varies by site, and not every
storage feature can be tied to a specific social institution. Nonetheless, storage is fundamental to any seasonal
cereal economy. It bridged the gap between harvests, preserved seed, buffered bad seasons and made taxation

or trade possible after the moment of harvest. Larger stores could also create power: households or
institutions able to retain grain could lend, redistribute, sponsor dependants or survive price shocks more
effectively than those living close to immediate consumption.
10.19 Rural and urban economies were mutually dependent
Vaishali and Champa could not have been sustained by urban crafts and commerce alone. Town
populations required grain, vegetables, livestock products, fuel, timber and labour from surrounding
countryside. In return, rural households gained access to specialised crafts, metal tools, salt, ornaments and
larger markets. The Arthaśāstra’s distinction between city and countryside revenues and its provisions for
agricultural goods entering towns belong to a later administrative text, but they illuminate a structural
relationship also visible archaeologically: urbanisation increased the density and regularity of rural–urban
flows (Bhattacharya 1978; Allchin 1995).
10.20 Vaishali must be understood with its agrarian hinterland
Excavations at Vaishali document a major early historic settlement sequence, fortification and material
culture, but excavation inside an urban mound cannot by itself reconstruct the fields that fed the city (Sinha
and Roy 1969). The agricultural history of Vaishali therefore requires a hinterland perspective: nearby
villages, seasonal routes, cattle movement, wetlands and grain flows are analytically necessary even where they
are archaeologically less visible. The city’s political and religious institutions were ultimately supported by
productive landscapes beyond its walls.
10.21 Chirand demonstrates long-term agrarian continuity within a riverine
economy
Chirand is especially valuable because its long sequence links prehistoric farming to later cultural phases.
Its earlier levels already show rice, wheat, barley, pulses, domestic animals, fishing and hunting. The lesson for
early historic history is not that every later practice remained unchanged, but that urban-period agriculture
rested on a deeply established regional knowledge of crops, animals and riverine resources. Rural
transformation could therefore proceed through intensification and reorganisation of existing practices as
well as through technological innovation.
10.22 Senuwar is a comparator for agricultural complexity, not a substitute for
Mithila
Senuwar, south of the Ganga, provides unusually detailed evidence for crop history, animal use and long-
term farming communities (Singh 2004). Its evidence helps identify mechanisms—multi-cropping, crop
diversification, household processing, agro-pastoral integration—that are plausible in the wider Middle
Ganga world. But Senuwar is not located in Vaishali, Anga or Nepal-side Mithila. Its role in this chapter is
comparative: it demonstrates what archaeobotanical evidence can reveal and what a complex farming system
could look like, while local claims still require local support.
10.23 Champa and Anga joined agrarian production to riverine exchange
Champa’s early historic importance derived partly from its position within the Ganga-linked transport
world. Excavations demonstrate a substantial fortified settlement with Northern Black Polished Ware and
later occupation, but published archaeological summaries are much stronger on fortification, ceramics and
structures than on a complete local agricultural dataset. It is reasonable to infer an agrarian hinterland

necessary to sustain the city, yet the crops, landholding patterns and tax arrangements of that hinterland
should not be supplied from later texts as if directly excavated. Anga’s rural economy must therefore be
written through the conjunction of urban archaeology, regional agriculture and explicitly marked inference.

10.24 Woodland, grazing and commons were part of agrarian production
Cultivation depended on resources outside cultivated plots. Grazing areas sustained cattle; wetlands
supplied fish, reeds and fodder; woodland provided fuel, timber, fruits and materials. Expansion of fields
could therefore create competition among agriculture, pasture and forest use rather than simply “conquer
wilderness.” The Arthaśāstra’s later categories of productive countryside, pasture and protected landscapes
remind us that agrarian states had to think about several land uses, but local boundaries and rights in early
Mithila–Vajji–Anga remain poorly documented (Olivelle 2013).
10.25 Rural households managed recurrent risk rather than stable averages
Monsoon delay, excessive rain, flood, river migration, crop disease, livestock loss, conflict and insecurity
could all disrupt production. The Kūṭadanta Sutta’s concern with unsafe roads, plundered villages and seed
support makes clear that political disorder itself could become an agrarian risk. Households responded
through crop diversity, livestock, storage, kin support, mobility and access to wetlands or markets. These
mechanisms should not be romanticised as perfect resilience; repeated shocks could produce debt,
dependence and loss of productive assets.
10.26 Gendered agricultural labour is under-recorded, not absent
Chapter 9 showed how textual archives disproportionately preserve elite, religious or exceptional women.
The same bias affects agrarian history. Sowing, transplanting where practised, weeding, harvesting, threshing,
winnowing, animal care, food processing, storage and fuel or fodder collection could involve women as well
as men, but early sources rarely quantify the division of labour. A responsible social history therefore avoids

both extremes: it does not erase women from agriculture, and it does not project a modern ethnographic
task-list unchanged into the first millennium BCE.
10.27 Servitude and hired labour were part of the countryside
Terms such as dāsa and kammakāra in early Buddhist literature show that dependent and hired labour
existed alongside household production. The precise legal meanings varied by context and should not be
flattened into a single modern category of “slave” or “wage labourer.” Economically, however, they
demonstrate that some households could command labour beyond a narrow nuclear family. This matters for
agriculture because land, cattle and seed could only generate output when sufficient labour was available at
time-sensitive stages of the farming cycle (Chakravarti 1987; Sharma 1983).
10.28 Monasteries depended on rural surplus even when they did not farm
Buddhist and Jain renunciant institutions were embedded in agrarian economies. Monastics depended
upon lay gifts of food, cloth, medicine and residences; donors’ ability to give was ultimately connected to
household and market production. Wealthy urban patrons could mediate these flows, but grain and other
primary products originated in rural landscapes. This relationship should not be simplified into a universal
model of monastery-owned land for the early period. The secure point is institutional dependence on surplus
and redistribution, not a claim that every monastery possessed agricultural estates.
10.29 Nepal-side Mithila requires explicit evidentiary restraint
For the early historic Tarai and Nepal-side Mithila, settlement archaeology has expanded, but evidence
for specific field systems, household landholding and crop regimes remains uneven. The ecological
continuity of the Gangetic foreland makes certain agrarian mechanisms plausible, while political and cultural
connections make comparison necessary. Yet later Maithil tenancy, irrigation or caste arrangements cannot
be back-projected into antiquity. Where direct archaeobotanical or inscriptional evidence is absent, this
volume will state the gap rather than fill it with customary practice documented centuries later.
10.30 Conclusion: the rural economy was a network of production, risk and
power
Early historic agriculture in Mithila, Vajji and Anga should be understood as a historically changing
system linking crops, animals, water, labour, storage, exchange and political obligation. Its roots extended
deep into earlier farming traditions, while urbanisation increased the scale and regularity of surplus flows.
Rural households were unequal; gahapatis, dependants and workers did not occupy the same economic
position. States and religious institutions depended upon countryside production, but the precise forms of
taxation, irrigation and landholding varied and are not always locally recoverable. The most defensible
reconstruction is therefore neither a self-sufficient village idyll nor a fully bureaucratised agrarian state
imposed everywhere at once, but a mosaic of productive landscapes increasingly tied to towns, institutions
and political power. Chapter 11 turns to the crafts and technologies that converted rural and urban raw
materials into specialised goods.
