Demographic Transformation
The demographic transformation of the Nepal Tarai after the 1950s was not the simple replacement of
an empty jungle by settlers. The plains already contained towns, cultivated belts, forests, grazing grounds,
pilgrimage routes and long-established Madhesi, Tharu and other communities. What changed rapidly was
the relationship among disease ecology, forest access, state resettlement, spontaneous migration, roads, land
law and agricultural expansion. This chapter reconstructs those linked processes, with particular attention to
the eastern and central Tarai and to the Mithila/Madhesh districts, while using Chitwan and other Inner-
Tarai projects only where they illuminate national policy rather than as substitutes for the regional history of
Dhanusha, Mahottari, Sarlahi, Siraha and Saptari.
68.1 Demographic transformation must be reconstructed as a chain of linked
processes, not a single malaria story
Malaria control altered the cost and risk of permanent residence in lowland Nepal, but it did not by itself
determine who migrated, where forest was cleared, or who gained land. Hill land pressure, state revenue
goals, resettlement schemes, transport, cadastral administration, local labour demand, cross-border kinship
and the availability of cultivable land all mattered. The analytical task is therefore to connect public health
with political economy while refusing a monocausal narrative. In some districts disease control preceded
rapid in-migration; in others dense cultivation and established Madhesi settlement already existed. The
appropriate unit is a differentiated Tarai landscape rather than an imagined uniform frontier.
68.2 The pre-eradication Tarai was a mosaic of cultivated plains, forest belts,
grasslands and settlements
The older stereotype of the Tarai as an uninhabited forest obscures substantial regional variation.
Southern belts near the Indian boundary contained long-established villages, bazaars and paddy cultivation,
while forest and grassland were more extensive toward the Chure and in malarial or poorly drained tracts.
Revenue records discussed in Chapter 67 show that eighteenth- and nineteenth-century governments were
already classifying, taxing and reclaiming land in Saptari and Mahottari. Forest was therefore not simply
“waste.” It supplied timber, fuel, fodder, game, grazing, shifting access to fields and fiscal possibilities, and its
clearance redistributed those resources.
68.3 Malaria shaped settlement ecology but did not exclude all lowland
populations
Before mid-twentieth-century control, malaria constrained permanent residence most strongly in forest-
fringe and Inner-Tarai environments. Seasonal schedules, house location and movement between lowlands
and nearby uplands could reduce exposure. At the same time, populations with long residence in malarial
zones developed cultural practices and, in some Tharu groups, measurable biological protection against
severe malaria morbidity. Later genetic research on Tharu populations is useful for demonstrating
adaptation, but it should not be converted into a claim that all Tharus were immune or that no other
communities inhabited the Tarai.

68.4 Existing Madhesi and Tharu communities were actors in landscape making,
not obstacles to later development
Cultivators, graziers, fishers, forest users, traders and local revenue intermediaries had already converted,
maintained and circulated through lowland environments before national malaria campaigns. Their
knowledge of water, soils, seasonal disease and forest resources was an economic asset. Post-1950
development discourse often described forested lowlands as land awaiting reclamation, which made long-
standing customary uses less visible in official planning. A social history must therefore treat resettlement as
entry into inhabited and governed landscapes, even when population density was low in particular tracts.
68.5 Nepal’s organised malaria-control effort began in 1954
The World Health Organization’s later programme reviews date the first large national attempt to control
malaria to the Insect-Borne Disease Control programme begun in 1954 with United States assistance. Early
work combined spraying with epidemiological and entomological investigation. The aim was initially
control, especially in southern lowlands where transmission imposed heavy mortality and discouraged
settlement. This distinction matters because retrospective accounts often call the entire 1950s campaign
“eradication.” The institutional goal of nationwide eradication was adopted later, in 1958.
68.6 The National Malaria Eradication Programme of 1958 turned disease control
into a state-wide development instrument
In 1958 Nepal launched the National Malaria Eradication Programme as a vertical national public-health
programme. Indoor residual spraying, surveillance, diagnosis, treatment and vector studies were combined in
an effort to interrupt transmission within a defined period. The programme later failed to achieve complete
eradication and reverted formally to control in 1978. Yet its historical effect was still profound: large areas
previously regarded by many hill-origin households as dangerous for permanent residence became
substantially safer. Public health thereby changed the economic geography of land without itself deciding
how that land would be distributed.

68.7 DDT and residual spraying were technologies of settlement as well as
technologies of health
Residual insecticide spraying reduced contact between malaria vectors and people inside houses. In policy
terms this meant that a disease-control technology could alter land values, migration decisions and the
feasibility of permanent settlement. The benefit was greatest in heavily malarial forest-fringe and Inner-Tarai
zones, though the degree and timing of success differed geographically. Later environmental concerns about
DDT should not be projected backward as if officials in the 1950s were choosing among today’s alternatives;
nor should the public-health achievement be used to erase the ecological costs of development that followed.
68.8 Malaria control reduced one barrier to migration while roads, land and
institutions reduced others
Households decide to migrate through bundles of constraints and opportunities. Safer residence
mattered, but so did access to land, transport to markets, government promises of allotments, relatives
already settled, opportunities for wage labour and the difficulty of sustaining families on fragmented hill
holdings. In the Tarai, these forces reinforced one another. A newly sprayed settlement was more attractive
when roads, wells, schools and administrative offices followed; a road corridor became more valuable when
households could live there year-round. This cumulative interaction explains why population change
accelerated rather than merely tracking annual malaria incidence.
68.9 Forest nationalisation in 1957 altered incentives at the same moment that
lowland accessibility was increasing
The Private Forest Nationalization Act of 1957 sought to bring forests under state control and curb
private appropriation, but later forestry reviews describe an unintended period of accelerated cutting and
conversion in some places. Owners and users faced uncertainty over claims, while the state lacked personnel
to police vast forest areas. This institutional transition overlapped with malaria control and rising demand for
agricultural land. It is therefore misleading to attribute post-1957 forest loss to migration alone: forest law,
administrative capacity, market demand and settlement policy also changed the incentives surrounding trees
and cleared land.
68.10 The 1961 Forest Act represented an attempt to govern a rapidly changing
frontier
As pressure on accessible Tarai forests intensified, the Forest Act of 1961 strengthened classification and
regulation of forest use. The state simultaneously wanted timber revenue, agricultural expansion,
resettlement and conservation—objectives that could conflict on the same tract of land. Forest
administration therefore became a central institution in demographic transformation. A settlement could be
legal under a government programme, tolerated as an encroachment, disputed by forestry officials, or
regularised later. These categories affected who received title and whose earlier use was rendered informal.
68.11 Planned resettlement and spontaneous settlement were distinct processes
Government resettlement projects surveyed land, selected households, allotted plots and sometimes
provided roads or social services. Spontaneous migrants cleared or occupied land without the same
administrative sequence, though later regularisation could blur the distinction. FAO compilations of
Nepalese forestry literature attribute large areas of 1960s and 1970s forest conversion to both organised

settlement and unauthorised encroachment. This dual process is essential to understanding why official
programmes could be modest in scale while demographic change and forest loss were much larger.
68.12 The Rapti Valley is evidence for a national mechanism, not a substitute for
Mithila/Madhesh history
The Rapti Valley Development Project in Chitwan became the most dramatic example of malaria control
followed by resettlement and rapid population growth. It demonstrated that disease reduction, land
distribution and infrastructure could transform an Inner-Tarai valley within a generation. But Chitwan’s
ecological setting, indigenous population and project institutions were not identical to the eastern plains. It is
used here comparatively: it reveals the mechanism that national planners sought to reproduce, while the
social history of Dhanusha, Mahottari, Sarlahi, Siraha and Saptari must still be reconstructed from their own
land, forest and population records.

68.13 The Nepal Resettlement Company institutionalised planned movement
after 1964
The Nepal Resettlement Company was established in 1964, and later a Resettlement Department
expanded the state’s role in organising migration. Programme objectives included bringing supposedly
underused land into cultivation, easing population pressure in the hills, relocating forest encroachers and
distributing land affected by reform. Projects were geographically uneven. In the Madhesh belt, official
records identify sites including Nawalpur in Sarlahi and later departmental projects at Murtia in Sarlahi and
Sindhureghari in Rautahat. Such schemes inserted state selection and land allocation into local demographic
change.
68.14 Resettlement policy was also a politics of territory and citizenship
Moving households changes more than population density. It changes the language, caste and ethnic
composition of local institutions; creates new claims on land, forests and representation; and reshapes how
the state imagines a border region. Recent scholarship on Madhesi and Tharu politics emphasises that

resettlement became part of later disputes over territorial belonging and access to state power. These political
consequences should be analysed without assuming that every migrant received state sponsorship or that
resettlement programmes were designed solely against existing communities. Planned, market-led and family-
chain migration overlapped.
68.15 Hill-to-Tarai migration accelerated after malaria risk fell, but cross-border
migration remained part of the demographic field
The Tarai had long been connected to north Bihar and Uttar Pradesh through marriage, cultivation,
trade and labour. Post-1950 demographic change therefore combined internal migration from Nepal’s hills
with movement across the international boundary and with natural increase among established residents.
Census categories such as birthplace and citizenship capture only parts of this mobility. The India–Nepal
border remained open for ordinary social and economic movement, so demographic reconstruction must
avoid turning every change in local population composition into a one-directional state resettlement story.
68.16 Eastern and central Madhesh did not receive migrants into socially empty
space
By the 1950s districts such as Saptari, Siraha, Dhanusha and Mahottari already contained dense
agricultural settlements and market networks in large parts of their southern plains. The most dramatic
opportunities for forest clearance often lay northward toward remaining forest and Chure margins rather
than across the entire district. Sarlahi and Rautahat similarly combined long-settled cultivation with forested
tracts. This internal geography explains why later migrants could settle beside older villages and why land
conflict was often concentrated around forest edges, public land and newly surveyed plots.
68.17 Forest clearance converted ecological capital into private fields, state
revenue and marketable timber
A standing forest could produce multiple flows of value: timber sales, fuelwood, grazing, leaf litter,
wildlife and watershed services. Clearance changed that bundle into agricultural land, tax receipts, settlement
plots and timber available for construction or sale. These gains and losses were distributed unevenly. A
household receiving a farm might gain long-term security, while forest-dependent users lost access and the
state gained cultivated revenue. Development accounting that recorded only new cropland therefore
understated the transfer of ecological resources involved in “reclamation.”
68.18 Historical estimates of forest loss vary because the sources measure
different things
Government reports, forest inventories, aerial photography, Landsat interpretation and later
retrospective estimates produce different totals for Tarai deforestation. FAO’s historical compilations report
ranges rather than a single unquestionable number; for 1964–1972 alone, cited estimates vary markedly. The
safest approach is to use consistent series for comparison and to state their geographic scope. Figure 270
therefore uses one FAO-compiled eastern-Tarai land-use series, showing direction and scale of change
without claiming that it measures every forest conversion in Madhesh.

68.19 In the eastern Tarai, cropland expanded as the recorded forest share
contracted
The FAO historical compilation gives a particularly clear eastern series: forest land fell from 40.5 percent
of the recorded area in 1963/64 to 28.1 percent in 1978/79, while cropland rose from 51.1 to 64.3 percent.
These figures cover a broad eastern zone rather than only Mithila districts, but they demonstrate the regional
direction of change during the period of malaria control, resettlement and road expansion. They should be
read as land-use evidence, not as a direct count of migrants or a proof that all converted forest became equally
productive farmland.
68.20 Spontaneous encroachment was large enough to frustrate planned forest
policy
Later forestry assessments estimated that spontaneous settlement accounted for tens of thousands of
hectares of forest conversion during the 1960s and early 1970s. Encroachment reflected both land hunger
and a practical calculation: clearing could establish possession on land whose administrative status was
uncertain, especially where enforcement was weak. Periodic regularisation then created expectations that
occupation might eventually become title. The state’s simultaneous commitment to settlement and forest
protection made enforcement politically difficult and produced recurring conflicts among settlers, forestry
officials and earlier users.

68.21 The 1968 Forest Protection Special Act signalled a shift from encouraging
clearance to policing its consequences
By the late 1960s the government had become increasingly concerned that forest conversion was
outrunning planned settlement. The Forest Protection Special Act of 1968 strengthened powers available to
forest officials. Its passage illustrates a recurring policy contradiction: the same state that had promoted
agricultural settlement now sought to protect remaining forests from the cumulative effects of legal
allotment and illegal encroachment. Later critiques argued that coercive protection often alienated local users
without solving the underlying demand for land and forest products.

68.22 Malaria did not disappear uniformly, and residual transmission remained
important in Madhesh
The language of “eradication” can conceal persistence. Nepal did not eliminate malaria nationwide in the
1960s; the national programme returned formally to control in 1978. Programme records from the late 1970s
still recorded substantial malaria incidence in central Madhesh districts including Sarlahi, Mahottari and
Dhanusha. This persistence matters historically because demographic transformation did not wait for zero
transmission. Households responded to a large reduction in risk, while health services continued to confront
local outbreaks and changing vector ecologies.
68.23 Demographic redistribution is visible in the official census series
Nepal’s official retrospective census analysis shows the Tarai’s share of national population rising from
28.9 percent in 1952/54 to 30.7 percent in 1961 and 33.9 percent in 1971. Over the same interval the
mountain-and-hill share declined. These proportions do not by themselves separate in-migration from
natural increase, boundary definitions or urban growth, but they establish a national redistribution toward
the plains. The transformation continued in later decades, eventually making the Tarai Nepal’s most
populous ecological region.
68.24 Population growth changed settlement morphology as well as aggregate
numbers
New households produced new village extensions, roadside bazaars, irrigation demand, schools and
administrative service centres. Linear settlement along roads increased, while forest-edge hamlets could
become permanent cadastral villages. Existing towns such as Janakpur gained larger rural hinterlands and
more intensive flows of grain, labour and pilgrims. Demographic transformation was therefore spatial: it
altered the distance between settlements, the density of roads and markets, and the proportion of land
devoted to cultivation.
68.25 Land reform and malaria control interacted by making lowland land both
accessible and politically contested
The 1964 Lands Act set ceilings and formalised tenancy at the same moment that migration and
resettlement increased demand for Tarai land. In principle, ceiling-surplus land could support redistribution;
in practice, administrative capacity, evasion, family partition and local power constrained the amount
available. Migrants who could purchase land entered a different social position from households dependent
on resettlement allotments or forest occupation. Public health thus opened a demographic possibility whose
class consequences were mediated by land markets and land reform.
68.26 Women experienced demographic transformation through labour, health
and household reorganisation
Migration decisions were often recorded under a male household head, yet women supplied crucial
labour in transplanting, weeding, harvesting, livestock care, food processing and the reproduction of new
settlements. Reduced malaria risk changed maternal and child health conditions, but frontier settlement
could also place women far from natal kin, health facilities and secure water sources. Census categories that
treat marriage migration separately from economic migration can obscure women’s role in creating
agricultural settlements. Gender must therefore be integrated into demographic history rather than added as
a residual category.

68.27 Indigenous and long-established lowland communities bore unequal costs
of the new demographic order
Where resettlement expanded into forest and grassland used by Tharu and other long-established
communities, new cadastral boundaries and population pressure could reduce customary access to grazing,
fishing, fuel and common land. Market integration also created opportunities, including wage labour and
higher land values, so dispossession was not mechanically uniform. The central historical point is that malaria
control redistributed the relative advantage of ecological knowledge: skills that had made lowland residence
possible before spraying no longer constituted the same barrier to outside settlement.

68.28 Forest loss produced second-order environmental changes that fed back
into agrarian society
Removing forest altered runoff, erosion, groundwater recharge, wildlife habitat and the availability of
fuelwood and fodder. On the Chure margin, road building and cultivation could intensify sediment
movement into the plains. As forests retreated, households travelled farther for wood or substituted crop
residues and purchased fuels. These environmental effects did not halt demographic growth, but they
changed the cost of maintaining farms and settlements. The history of forest clearance is therefore also a
history of new ecological constraints created by development itself.
68.29 The transformation created new conservation politics as remaining forests
became scarcer
By the 1970s and 1980s the policy question was no longer how to open an apparently abundant forest
frontier but how to govern a shrinking resource amid continued population pressure. Protected areas, stricter
forest regulation and later community-forestry debates emerged from this reversal. In the Tarai, the high
commercial value of sal and easy access to Indian markets gave forest policy a revenue dimension absent from
many hill forests. Conservation therefore intersected with local livelihood rights, timber politics and border
enforcement.

68.30 Conclusion: malaria control changed the demographic possibility of
Madhesh, while institutions decided much of its social outcome
The decisive mid-twentieth-century change was a reduction in the disease barrier that had limited
permanent settlement in many forested lowland zones. What followed—migration, forest clearance,
resettlement, land conflict, cropland expansion and population redistribution—was shaped by forest laws,
land reform, roads, markets, state capacity and older regional societies. The result was not the creation of
population where none existed, but a new demographic balance within Nepal and a denser, more
agriculturally transformed Madhesh/Tarai. This distinction protects both the public-health history of
malaria control and the longer history of the people who inhabited the plains before it.
