After independence, agriculture in Bihar changed through a layered sequence of land reform, irrigation, scientific crop improvement, groundwater development, credit expansion, mechanisation, road building and market integration. None of these transformations occurred evenly. The first decades remained dominated by monsoon risk and low yields; the Green Revolution raised wheat production more clearly than rice or maize; large river projects and tube wells extended irrigation but did not solve drainage and flood vulnerability; and small, fragmented holdings limited the income that even higher yields could generate. The history is therefore neither one of simple stagnation nor one of a uniform technological breakthrough. For Mithila, Vajji and Anga, the decisive variables were regional ecology and access. North Bihar’s Himalayan rivers produced both fertile alluvium and recurrent flood/waterlogging hazards. The Gandak– Ganga corridor supported intensive cultivation linked to growing urban markets. Anga’s Ganga-side districts combined foodgrains, horticulture and market connections with an important agricultural research centre at Sabour. This chapter follows production and technology across these settings while leaving the institutional history of Kosi and Gandak river-development projects to Chapter 77 and rural credit/cooperatives to Chapters 79–80. 76.1 Independence inherited a low-productivity, labour-absorbing agriculture Agriculture entered independence carrying the weight of population pressure, small holdings, insecure tenancy, weak irrigation and limited non-farm employment. Land reform altered the legal structure of rural property, but it did not by itself supply water, improved seed, fertiliser, credit, storage or roads. In the alluvial districts of Mithila, Vajji and Anga, fertile soils coexisted with seasonal excess and scarcity of water. The post- 1947 agricultural problem was therefore not simply to cultivate more land; it was to raise output from an already densely used countryside while reducing vulnerability to floods, drought, fragmented holdings and volatile markets. 76.2 Land reform changed tenure more quickly than agronomy Abolition of intermediaries and later ceiling, consolidation and tenancy measures changed who stood between cultivator and State, yet the everyday technology of cultivation changed more slowly. Many farms continued to depend on family labour, bullocks, local seed, monsoon rainfall and informal credit. The productivity effects of land reform were consequently indirect: greater security could strengthen incentives to improve land, but only where farmers also had access to water, inputs and working capital. This distinction explains why the institutional reforms of Chapters 74 and 75 are necessary background but cannot substitute for a separate history of production after independence. 76.3 Early planning made food self-sufficiency and irrigation central objectives The first generations of development planning treated foodgrain supply as a national strategic problem. Bihar’s plans linked higher agricultural output with irrigation, community development, cooperatives, seed improvement, fertiliser use and agricultural extension. By the Third Plan, the state’s own diagnosis was stark: inadequate irrigation left production unusually dependent on the timing and distribution of rainfall. Planning thus shifted agriculture from a largely revenue-administered sector toward a field of public investment, scientific research and block-level administration. The results, however, depended on whether programmes could reach millions of small and fragmented holdings. HISTORY OF MITHILA, VAJJI & ANGA — VOLUME II 76.4 North Bihar’s monsoon dependence defined the initial production problem North Bihar did not suffer from a simple absence of water. Its agricultural difficulty was the seasonal mismatch between abundant monsoon flows and inadequate control over their timing, drainage and storage. Paddy needed reliable moisture at critical stages, while winter crops required residual moisture or irrigation after the rains. A good monsoon could therefore produce both high output and damaging inundation in neighbouring tracts. Mithila and Vajji illustrate why irrigation history cannot be written only as canal construction: drainage, embankments, shallow groundwater, local channels and the ability to plant a second crop were equally important. 76.5 Flood and drought were opposite expressions of an incomplete water- control system The same agricultural economy could encounter flood, waterlogging and local drought within a short distance. Himalayan rivers repeatedly damaged crops and deposited sand or silt, while fields outside effective command areas could face moisture stress after the monsoon withdrew. State policy responded through Kosi and Gandak works, embankments, canals, tube wells and later command-area development, but none created uniform water control. The historical consequence was high inter-annual variability: farmers made decisions not only about expected yield but about the probability that a crop could be planted, harvested and transported at all. Chapter 77 examines the great river projects in detail. 76.6 The exhaustion of easy area expansion shifted attention toward yield By the 1970s most land suitable for cultivation in Bihar was already in use, and multiple cropping rather than reclamation offered the larger remaining margin for growth. The 1977 Eastern States Foodgrain Review estimated about 8.7 million hectares cultivated in undivided Bihar and roughly 11.3 million hectares of cropped area after multiple cropping. That diagnosis mattered: output growth increasingly required higher yield per hectare and more intensive use of the same land. Groundwater, short-duration varieties and a stronger rabi season therefore became central to agricultural transformation, particularly where holdings were too small for extensive expansion. Figure 300 — Four phases of agricultural change after independence 769769 GAJENDRA THAKUR 76.7 The Green Revolution entered Bihar unevenly rather than as a single statewide event High-yielding varieties were not self-executing technologies. Their benefits depended on controlled water, fertiliser, plant protection, credit and timely access to seed. Regions with assured irrigation could adopt input-responsive wheat more rapidly, while flood-prone or poorly drained paddy areas faced different constraints. Bihar consequently experienced a partial and spatially uneven Green Revolution. The state participated in the national technological shift after the mid-1960s, but it did not reproduce the rapid, broad transformation associated with Punjab and Haryana. The correct comparison is therefore between crops, seasons and local water regimes inside Bihar, not between a “modern” northwest and an undifferentiated “backward” east. 76.8 Wheat was the clearest early beneficiary of the new technology Contemporary evidence identifies wheat as the crop in which Bihar’s post-mid-1960s technological change was most visible. The World Bank’s 1977 review found sustained increases in wheat area, yield and output, in contrast to the stagnant trend it observed for rice and maize over the same broad period. Wheat fitted the emerging rabi strategy: short-duration improved varieties, irrigation from wells or canals, fertiliser and access to markets could transform land that had formerly carried a less intensive winter crop or remained fallow. The gains were real, but their distribution followed access to water, capital and land. Figure 301 — Why Green Revolution gains spread unevenly 76.9 Rice remained dominant but was harder to intensify uniformly Rice occupied a much larger ecological range than wheat and depended heavily on monsoon behaviour. Improved seed and fertiliser could raise yields, but standing water, drainage, transplanting schedules and flood timing made outcomes highly local. This helps explain why early post-Green-Revolution reviews could record rising wheat while rice productivity remained trendless at the state level. Later decades brought improved varieties, irrigation, mechanised operations and techniques such as System of Rice Intensification, yet rice retained substantial year-to-year volatility. In north Bihar especially, the central agronomic question was not merely how much water a field received but whether water arrived, remained and drained at the right times. HISTORY OF MITHILA, VAJJI & ANGA — VOLUME II 76.10 Maize linked subsistence, fodder and later commercial demand Maize remained one of Bihar’s three major cereals, especially important in north and eastern districts. In the earlier post-independence decades its acreage and yield did not display the same sustained rise as wheat, reflecting variable moisture control and the mixed purposes for which the crop was grown. Over time, however, improved hybrids, winter maize, better market integration and feed demand created new commercial possibilities. This later transformation should not be projected backward: maize moved through several technological and market regimes, from household food and fodder toward a crop increasingly connected to traders, feed mills and inter-state markets. 76.11 Pulses and coarse grains often lost ground as cereal intensification advanced Technological change altered cropping patterns as well as yields. When irrigation, price incentives and improved seed favoured rice and wheat, pulses and some coarse grains could lose area even if they remained vital to diets and soil fertility. The 1977 foodgrain review already noted declines in several minor crops alongside wheat expansion. This was not simply “progress” from inferior to superior crops: it could narrow crop diversity, increase purchased-input dependence and reduce local pulse availability. Later policy attempts to revive pulses and oilseeds therefore addressed a structural consequence of cereal-centred intensification rather than a new problem. 76.12 Sugarcane persisted as a localised commercial crop rather than a universal alternative Sugarcane had long linked parts of north Bihar to mills, crushers and specialised marketing chains. After independence its expansion depended on mill capacity, cane prices, transport, water and the reliability of procurement. Where factories weakened or closed, farmers faced a crop whose long duration and high working-capital requirement could become liabilities. Sugarcane thus demonstrates the importance of processing institutions: commercial agriculture cannot be reconstructed from acreage alone. In the Mithila– Vajji belt, cereal production, local cane, vegetables and livestock often coexisted within the same household economy rather than replacing one another in a simple sequence. 76.13 Jute contracted in relative importance but retained an eastern and northern geography Jute had been an important monsoon cash crop in the wetter eastern and northeastern plains. Post- independence changes in packaging, prices, processing geography and competition from foodgrains reduced its relative weight. Contemporary state-level assessments noted declining jute area even when yields sometimes improved enough to cushion output. The crop’s trajectory underlines a wider point: agricultural modernisation did not mean that every commercial crop expanded. Farmers continually reallocated land among food, fibre and cash crops according to expected return, labour demand, flood risk and market access. 76.14 Potatoes, vegetables and horticulture widened the meaning of intensification The most important post-independence changes were not confined to staple grains. Potatoes, vegetables, fruits and other high-value crops offered higher returns per unit of land, especially near towns, roads and irrigation. The 1977 review already identified a rise in potato acreage from the mid-1960s even while yields remained unstable. In later decades, cold storage, improved roads, urban demand and specialised 771771 GAJENDRA THAKUR horticultural programmes deepened this shift. For smallholders, diversification could increase cash income, but it also raised exposure to price crashes, perishability and costly inputs. Intensification therefore became as much a marketing problem as an agronomic one. 76.15 Groundwater transformed the rabi season more quietly than the great canals Tube wells, shallow wells and pump sets allowed farmers to obtain water on a schedule more closely tied to crop need than distant canal rotations. This was especially important for wheat, vegetables and summer crops. Bihar’s groundwater resources were substantial, but access was shaped by well cost, electricity or diesel, land fragmentation and the local market for purchased water. Small farmers often depended on group wells or water sellers rather than owning irrigation equipment. The spread of groundwater therefore created a new rural relation alongside older tenancy: control over pumps and energy could become a source of bargaining power in its own right. 76.16 Major canals expanded potential, but command-area performance remained uneven Kosi, Gandak, Sone and other irrigation systems created large nominal command areas, and command- area development from the 1970s sought to improve field channels, water distribution and on-farm management. Yet the gap between irrigation potential created and water effectively delivered could be wide. Head–tail differences, siltation, maintenance, drainage and local control affected actual use. In north Bihar, canal irrigation could not be evaluated separately from flood embankments and drainage congestion. Large projects mattered enormously, but their agrarian effects were mediated by village-level hydraulics and farm- level capacity to make use of water. 76.17 Drainage was as important as irrigation in Mithila and Vajji A field that receives irrigation but cannot drain excess monsoon water is not securely irrigated in any meaningful agronomic sense. Waterlogging delayed sowing of rabi crops, damaged standing paddy and reduced the value of otherwise fertile land. State command-area programmes often gave more institutional attention to delivering water than to removing it, while farmers in low-lying tracts experienced both problems simultaneously. This drainage deficit is central to the agricultural history of Darbhanga, Madhubani, Samastipur, Muzaffarpur and adjoining floodplains. It also explains why local pumps, channels and raised field boundaries could matter as much as spectacular barrages. 76.18 Small holdings and fragmentation limited the scale of private investment The first Agricultural Census, 1970–71, documented a highly fragmented agrarian structure. The 1977 World Bank review reported an average operational holding of about 1.5 hectares in undivided Bihar and only about 1 hectare in Darbhanga Division; nearly two-thirds of holdings statewide were below one hectare. Fragmentation raised the cost of field channels, machinery use and well development, and complicated consolidation. It also meant that technologies profitable per hectare could still generate too little total household income on very small farms. Productivity policy therefore confronted a distribution problem that purely technical packages could not solve. Where sharecropping or informal tenancy remained concealed, tenants could hesitate to make improvements whose benefits would accrue beyond the season or strengthen the owner’s claim to higher rent. The 1977 review found leasing and share tenancy widespread in Bihar. New seed and fertiliser could still be adopted on rented land, but irrigation structures, land levelling and soil improvement required longer horizons. The technological history of agriculture is therefore inseparable from the tenurial history developed in Chapters 74 and 75. 76.20 Credit and input distribution were binding constraints on technological adoption Improved seed, fertiliser, pesticides, pumps and machinery all required cash before harvest. Cooperatives, commercial banks, land development banks and later rural banking networks expanded institutional credit, but informal lenders and trader advances remained important. Contemporary reviews repeatedly identified weak credit institutions and poor input distribution as constraints on Bihar’s agriculture. Delayed fertiliser or seed delivery could make a recommended package useless for a crop whose sowing window was short. The effectiveness of public agricultural policy therefore depended on logistics: the right input had to reach the right village before the biological season had passed. 76.21 Agricultural extension and research became permanent parts of the rural state Post-independence agriculture created new professional actors in the countryside: extension workers, block officials, plant-protection staff, irrigation engineers, seed agencies and agricultural scientists. Their task was to translate research into farm practice and to carry farm problems back into research. The system often performed unevenly, and the 1977 review was sharply critical of the weakness of extension–research linkages. Yet the institutional transformation itself was durable. Farming decisions increasingly took place within a field of demonstrations, recommended varieties, subsidised inputs, credit schemes and official statistics, even when farmers adapted or rejected the advice. 773773 GAJENDRA THAKUR 76.22 Pusa and Sabour anchored two important agricultural knowledge geographies Rajendra Agricultural University at Pusa, established in 1970, became a major centre for agricultural education, research and extension in north Bihar. Sabour in Bhagalpur carried an older agricultural-college tradition into the post-independence era: postgraduate agricultural education expanded there from the 1950s, the college became affiliated with Rajendra Agricultural University in 1970, and Bihar Agricultural University was established at Sabour in 2010. These institutions matter to regional history because they connected laboratory, field station and farm across different agro-ecological zones, rather than because scientific knowledge flowed automatically or uniformly into villages. Figure 302 — Regional agricultural profiles within the study area 76.23 Mechanisation was selective, scale-sensitive and often service-based Tractors, threshers, pump sets, power tillers, harvesters and later specialised machines reduced the time required for particular operations. On small fragmented holdings, however, ownership was often less rational than hiring. Custom-service markets therefore became central: a farmer could purchase ploughing, pumping or threshing without owning the machine. Mechanisation also altered labour demand unevenly—reducing peak demand for some tasks while enabling more timely sowing and multiple cropping that created work elsewhere. Its social effect cannot be inferred from machine counts alone; ownership, rental markets, fuel prices and the seasonal availability of migrant labour all mattered. 76.24 Migration became part of the farm labour strategy rather than agriculture’s opposite Seasonal and long-distance migration increasingly supplemented farm income in regions where tiny holdings could not support households year-round. Remittances helped finance consumption, ceremonies, education and sometimes pumps, livestock or farm inputs. At the same time, male out-migration shifted responsibility for crop supervision and livestock toward women, older people and hired workers. Agriculture and migration thus became mutually sustaining rather than mutually exclusive. A household could remain socially and economically tied to land while deriving a growing share of cash income from outside the village. This pattern later became one of the defining features of rural north Bihar. HISTORY OF MITHILA, VAJJI & ANGA — VOLUME II 76.25 Women’s agricultural labour remained structurally important and statistically obscured Women contributed to transplanting, weeding, harvesting, post-harvest processing, livestock care, seed selection and household food production, yet official categories often recorded them as non-workers or marginal workers when labour was unpaid within the family. Mechanisation could reduce some forms of drudgery but also displace female wage work in specific operations. Male migration sometimes expanded women’s managerial responsibility without transferring formal land titles or access to institutional credit. The post-independence agricultural household must therefore be analysed as a gendered labour system, not as a farm managed by an abstract male “cultivator.” 76.26 River projects altered agricultural possibilities without abolishing ecological risk The Kosi and Gandak projects, embankment systems and associated canals changed the spatial distribution of flood protection and irrigation. They enabled more intensive cultivation in some command areas, but also altered drainage, sediment movement and the geography of risk. The agricultural outcome depended on whether a locality lay inside or outside embankments, near a functioning distributary, at the head or tail of a canal, or in a waterlogged depression. Chapter 77 treats these projects as institutions and landscapes in their own right; here their significance is that post-independence agricultural change was inseparable from a massive re-engineering of rivers. 76.27 The creation of Jharkhand in 2000 introduced a major statistical break Long-run Bihar agricultural series require geographic caution. Before November 2000, official Bihar statistics included the plateau and mineral districts that became Jharkhand; after bifurcation, Bihar referred to the smaller predominantly Gangetic state. Apparent jumps in crop shares, irrigation ratios, forest area or average holdings can therefore reflect boundary change rather than agricultural transformation. For the present study, the problem is manageable because Mithila, Vajji and Anga largely remained within Bihar, but state-level aggregates before and after 2000 should never be spliced mechanically without adjusting for geography. 76.28 The Agriculture Road Maps after 2008 marked a renewed phase of state activism Bihar’s first Agriculture Road Map, launched in 2008, placed certified seed, farm mechanisation, bio- farming and improved cultivation techniques within a coordinated state strategy. A second road map for 2012–17 broadened the goals to food and nutrition security, farmer income, employment, women’s participation and natural-resource conservation. This policy phase differed from the early Green Revolution because it treated agriculture as a wider value chain involving horticulture, livestock, fisheries, machinery, skills and markets. It also reflected the post-bifurcation state’s attempt to make agricultural growth a central development strategy. 76.29 Recent gains reveal diversification as well as persistent cereal dependence Recent Bihar economic surveys record substantial growth in rice, wheat and maize alongside vegetables, fruits and specialised crops, and they credit irrigation expansion, improved seed, mechanisation and techniques such as SRI and zero tillage for part of the improvement. Yet cereals still occupy the overwhelming majority of gross cropped area, and a large share of rice land remains exposed to rainfall 775775 GAJENDRA THAKUR variability. The result is a more productive and diversified agriculture that remains vulnerable to floods, drought, heat, groundwater cost, fragmented holdings and price shocks. Modernisation reduced some risks while creating new dependencies on purchased inputs, energy and markets. 76.30 The regional verdict is one agricultural transition with three distinct trajectories Mithila, Vajji and Anga experienced common state policies but different combinations of ecology and market access. Mithila’s dense smallholding agriculture remained strongly conditioned by Himalayan rivers, waterlogging and migration while adopting wheat, maize, vegetables, pumps and improved rice. Vajji’s Gandak–Ganga location linked intensive cereals and horticulture to Muzaffarpur, Hajipur and Patna markets. Anga combined Ganga-side agriculture with maize, rice, wheat, horticulture and the research legacy of Sabour, while Bhagalpur–Munger transport corridors strengthened commercial links. Post-independence agriculture is therefore best understood as uneven intensification rather than a single Green Revolution or a story of unchanging stagnation. Figure 303 — From monsoon farming to a multi-input production system
