Agricultural Labour The migration of agricultural labour from Bihar to Punjab and Haryana is one of the clearest examples of how India’s uneven regional development created a labour market across distant rural worlds. The corridor did not arise because rural people suddenly abandoned agriculture for the city. It grew because the Green Revolution intensified farming in north-western India at the same time that large parts of eastern India continued to contain small holdings, irregular employment and lower cash wages. Workers from Mithila, Vajji and Anga could therefore move from one agrarian economy to another, work during a narrow peak season, and return with earnings that mattered far beyond the number of days spent at the destination. The history is not a simple story of a fixed stream from “Bihar” to “Punjab.” Different districts entered at different times; workers moved through kin, village and contractor networks; some combined Punjab with Delhi, Rajasthan or other destinations; and the labour demand itself changed as combines, direct-seeded rice and mechanical transplanters spread. Haryana shared much of the rice-wheat ecology but had its own crop patterns, mechanisation levels and urban-industrial alternatives. Chapter 100 therefore treats seasonal agricultural migration as an evolving institution: a system made by crop calendars, wage differentials, railways, recruitment networks, class relations, state regulation, water stress, mechanisation and household strategies at both ends of the journey. 100.1 The Green Revolution created a new rural-to-rural migration corridor The initial Green Revolution in Punjab and Haryana centred on irrigation, high-yielding wheat, fertiliser, procurement and rapid adoption of machinery. As the new technology raised cropping intensity, it also altered the seasonal demand for labour. The crucial point for migration history is that productivity growth did not eliminate manual work evenly across the agricultural calendar. Certain operations could be mechanised rapidly, while others remained highly labour intensive and had to be completed within short windows. This created a destination that was rural but offered cash wages higher than those available in many source villages of Bihar. By the 1970s and 1980s, repeated migration to the north-west was becoming a recognisable livelihood strategy. The resulting corridor joined regions at very different points in India’s agrarian transformation: capital-intensive, procurement-oriented agriculture at the destination and labour- surplus, fragmented, less reliably irrigated agriculture at the source. Seasonal movement was the mechanism that allowed those two structures to fit together. 100.2 The expansion of paddy made transplanting the decisive labour bottleneck Wheat was central to the first phase of agricultural intensification, but the later spread of paddy transformed the demand for migrant labour. Transplanting requires a large workforce to uproot seedlings and place them quickly in prepared fields. Because the operation must be finished within a limited agronomic window, labour demand becomes highly concentrated. Punjab’s paddy area expanded dramatically from the 1970s onward, and Haryana also developed a large rice-wheat system in its irrigated districts. The labour problem was therefore not simply how many workers agriculture used over a year, but whether enough workers could be mobilised during a few critical weeks. Migrant groups from Bihar became especially valuable because they could travel in gangs and undertake transplanting on piece-rate contracts. The expansion of paddy thus converted seasonal mobility from an optional supplement into part of the operating logic of the north-western rice economy. 10131013 GAJENDRA THAKUR 100.3 Eastern Bihar supplied workers because the wage gap intersected with underemployment Migration was pulled by higher destination wages, but it was also enabled by the structure of the source economy. In many villages of Mithila, Vajji and Anga, small and fragmented holdings could not absorb household labour throughout the year. Floods, uncertain irrigation, limited non-farm work and weak local labour demand created long periods in which the marginal return to remaining at home was low. Historical village studies in Bihar show that migration became a major force in weakening landlord control over local labour markets and raising reservation wages. The Punjab-Haryana corridor therefore cannot be understood as evidence that migrants had no attachment to agriculture. Many were themselves cultivators, sharecroppers or agricultural labourers. They moved because a few weeks of high-intensity work elsewhere could generate cash for food, debt repayment, schooling, health care, housing repair, farm inputs and social obligations at home. 100.4 Railways turned a distant opportunity into a repeatable journey The north-west was far from north and east Bihar, but rail transport made repeated movement possible at a cost that could be recovered from a short season of work. Major junctions in the study region connected outward through long-distance routes toward Delhi and onward to Punjab and Haryana. Over time, familiarity with particular trains, stations and interchange points became part of migration knowledge. Travel was often crowded and difficult, especially during peak recruitment periods, yet the existence of a regular rail corridor reduced the uncertainty of distance. A first migrant might depend on an experienced relative; later journeys could be undertaken with a group from the same village or neighbouring settlements. Railways therefore acted not merely as infrastructure but as an institution of labour circulation. They allowed labour demand in a distant paddy field to be translated into an actionable opportunity in a Bihar village. 100.5 Recruitment shifted from contractors toward dense village and kin networks Early accounts of inter-state agricultural labour often emphasised contractors, intermediaries and advances. These actors remained important, especially for assembling groups quickly, but recruitment became more socially embedded as the corridor matured. A worker who had already spent a season in Ludhiana, Sangrur, Patiala, Karnal or another destination could tell relatives which farmer paid reliably, where to sleep, which train to take and what rate was being offered. Such information reduced search costs for both worker and employer. Farmers also learned to contact trusted gang leaders directly. Mature networks could therefore bypass formal labour contractors while still reproducing hierarchy inside the work gang. The network was a form of social capital, but not an egalitarian one: newcomers often entered through people who controlled information, transport and bargaining with farmers. 100.6 Paddy transplanting gangs converted labour time into a piece-rate contract A distinctive feature of the corridor was the prevalence of group and piece-rate work. Instead of paying each worker only a daily wage, farmers could contract a gang to transplant a specified acreage for an agreed amount. This suited the urgency of paddy because it gave workers an incentive to finish quickly and gave farmers a clearer cost for the operation. It also shifted some supervision from the farmer to the group itself. The apparent autonomy of piece-rate work should not be romanticised: long hours in flooded fields, heat HISTORY OF MITHILA, VAJJI & ANGA — VOLUME II exposure, poor accommodation and bargaining over acreage or field conditions could make the work punishing. Yet the group contract could strengthen migrant bargaining when labour was scarce. The seasonal labour market therefore combined market competition, social networks and work-gang discipline rather than fitting neatly into the categories of either free daily wage labour or traditional attached labour. Figure 396 — The Punjab–Haryana corridor evolved with the rice-wheat system, labour scarcity and mechanisation 100.7 Wheat harvesting once absorbed migrants but mechanisation changed it earlier than transplanting Harvesting and threshing of wheat were formerly major labour-intensive operations, and migrant workers participated in them across northern India. Combine harvesters, however, spread rapidly because they could cut, thresh and clean grain within a narrow window. Their adoption reduced the amount of manual labour required for wheat much earlier than the complete mechanisation of paddy transplanting. This altered the seasonal calendar of migration. Workers who had once moved for a longer sequence of farm tasks increasingly had to combine shorter agricultural peaks with construction, loading, factory work or other casual employment. The history of the corridor is therefore partly a history of task-specific mechanisation: some jobs disappeared or contracted, others remained labour bottlenecks, and migrants adapted by changing destinations and occupations. 100.8 Haryana formed a parallel but distinct destination system Punjab dominates the public image of Bihar-to-north-west agricultural migration, but Haryana also attracted migrant labour into rice, wheat, sugarcane, vegetables, dairying and related work. Its labour markets were shaped by proximity to Delhi, a high level of farm mechanisation, major irrigated districts and the growth of non-farm employment around the National Capital Region. These conditions meant that agricultural migration could be more readily combined with construction or service work than in some parts of Punjab. Research on rice cultivation also indicates that Haryana’s transplanting labour requirement was already relatively mechanised compared with many Indian states. The destination system therefore shared the basic wage-gap and crop-calendar logic of Punjab while offering a different mix of farm and non-farm options. Treating the two states as identical would hide the ways in which migrants adjusted to different regional economies. 100.9 Basmati, vegetables, sugarcane and dairying widened the work portfolio The migrant agricultural worker was not employed only in ordinary paddy and wheat. Basmati cultivation, vegetable production, fodder cutting, sugarcane operations, dairy-related work, loading, cleaning grain and farm maintenance could extend employment beyond the most famous transplanting season. The exact combination varied by district and farm. Some workers built annual relationships with a particular farmer and returned for multiple operations; others moved between farms or into nearby towns once the 10151015 GAJENDRA THAKUR peak task ended. This diversification mattered because migration costs are easier to justify when travel can generate more than a few weeks of income. It also blurred the boundary between “agricultural migrant” and “casual worker,” since the same person might transplant paddy, load grain, work in a rice mill and take a construction job within one migration spell. 100.10 Source and destination crop calendars made circularity economically possible Seasonal migration depends on timing. A household could release a worker only if the destination peak did not fully coincide with indispensable tasks at home, or if other household members could cover those tasks. Migrants from Bihar often organised journeys around the agricultural and festival calendars of both regions. Paddy transplanting in Punjab and Haryana became especially compatible with a broader pattern in which workers spent other months in the source village, in construction markets such as Delhi, or in other destinations. This synchronisation made the corridor circular rather than permanent. Workers did not have to choose once and for all between agriculture at home and migration. They could remain members of a rural household while selling labour in several geographically separated markets across the year. 100.11 Circular migrants could remain socially rooted in the village for decades Repeated absence does not necessarily produce permanent settlement. Many migrants returned for marriages, funerals, festivals, elections, land disputes, house construction and crop operations. Their household membership, ration arrangements, land claims and social obligations often remained centred in the source village even after years of repeated migration. This pattern complicates census categories based on usual residence or last residence because a worker can be economically dependent on two places without treating either as a simple temporary stop. The Punjab-Haryana corridor is therefore best understood as a multi-local livelihood system. The destination supplied wages; the village supplied family reproduction, land, social identity and a place of long-term security. Migration joined these institutions rather than replacing one with the other. 100.12 Wage differentials mattered, but reliability and duration mattered too Workers did not compare only nominal daily wage rates. They also considered how many days of work were likely to be available, whether payment would be made on time, whether food or accommodation was provided, and whether a trusted employer would rehire them. A destination with a high wage but only a few uncertain days could be less attractive than one with a predictable transplanting contract. The historical strength of Punjab lay partly in the concentration of labour demand: farmers needed many workers at the same time and could not easily postpone the operation. That urgency increased migrant bargaining power during shortages. Yet when the season ended, the same workers could face a sharp decline in demand. Seasonal migration therefore combined moments of strong bargaining power with periods of extreme insecurity. HISTORY OF MITHILA, VAJJI & ANGA — VOLUME II Figure 397 — Seasonal agricultural migration fitted into a recurrent multi-destination labour calendar 100.13 Destination class relations were shaped by both local labour and migrants Migrant workers entered rural societies that already contained landowners, tenants, local agricultural labourers and entrenched caste relations. Employers sometimes used migrants because they were seen as more mobile, more willing to accept piece rates or less embedded in local political conflicts. Local workers, in turn, could gain bargaining power if they had alternative employment or if migrant arrivals fell. The two labour forces were not simply competitors: in some seasons they worked alongside one another, while in others employers could use one group to discipline the other. The 2020 labour shortage revealed these tensions clearly when some village panchayats attempted to fix transplantation rates and restrict labour mobility. Seasonal migration thus affected class relations inside Punjab and Haryana as well as the source villages of Bihar. 100.14 Caste travelled through recruitment networks but was reworked by the labour camp Many migrants came from land-poor and historically subordinated caste groups, but the destination did not reproduce the source village social order in exactly the same form. Work gangs were often organised through kinship, locality and caste familiarity because trust mattered for travel and payment. At the same time, shared work, crowded accommodation and dependence on common employers could create practical solidarities that cut across some source distinctions. Destination farmers also classified workers through broad labels such as “Bihari,” compressing diverse regional, linguistic and caste identities into an outsider category. Migration therefore both carried caste and transformed its everyday operation. A labour camp was not caste-free, but it was a different social space from the village from which workers came. 100.15 Housing and everyday reproduction were hidden costs of agricultural migration A seasonal wage must be evaluated against the cost of surviving at the destination. Migrants might sleep in temporary rooms, farm buildings, sheds or improvised accommodation near fields. Cooking arrangements, water, sanitation, bathing and protection from heat or rain were often minimal. Such conditions kept employers’ labour costs low because much of the cost of reproducing the worker was shifted to the migrant household and the worker’s own endurance. They also reinforced the temporary character of migration: a place suitable for a group of male workers during transplanting was rarely a place in which a family could establish a secure long-term life. The corridor’s profitability for agriculture therefore depended partly on a social arrangement in which the source village continued to bear much of the cost of family care and long-term reproduction. 10171017 GAJENDRA THAKUR 100.16 Remittances connected north-western farm productivity to eastern village budgets The cash earned in Punjab and Haryana circulated back into the source region. Even relatively small savings could matter where local cash employment was irregular. Migrant earnings financed consumption, debt repayment, medical care, schooling, ceremonies, house repair and sometimes investment in pumps, livestock or small businesses. The effect was not uniformly transformative: migration could also be required simply to maintain subsistence, and repeated travel imposed physical and social costs. Yet longitudinal studies of rural Bihar show that out-migration altered local labour markets and weakened older forms of dependence. The destination’s agricultural surplus therefore had consequences far beyond the north-west. Through migrant wages, part of that surplus entered village economies in Mithila, Vajji and Anga and changed bargaining power there. 100.17 The corridor was strongly gendered even when women did not travel Seasonal agricultural migration from Bihar to Punjab and Haryana was historically dominated by men. That does not make it a male-only history. When men left, women in source households often assumed greater responsibility for cultivation, livestock, fuel and water collection, care work, financial management and negotiation with local institutions. Remittances could increase household resources, but absence could also intensify workloads and uncertainty. Women’s own migration was more visible in some family and non- farm streams than in the classic male transplanting gang. The gendered division of migration therefore redistributed labour within the household: paid work moved outward while a larger share of farm management and social reproduction could remain with women at home. 100.18 Mechanisation first displaced some tasks and then reorganised the labour corridor It is misleading to describe mechanisation as a single event that ended migrant labour. Tractors had already transformed ploughing; combines reduced manual harvesting and threshing; pumps changed irrigation; and later machines targeted nursery preparation and transplanting. Each technology affected a different task and therefore a different segment of labour demand. The result was a gradual reorganisation of migration rather than a sudden disappearance. Workers adapted by shortening or lengthening stays, adding non-farm work, changing destinations and concentrating on tasks that remained difficult to mechanise. Farmers likewise chose technology partly in response to wage rates and labour availability. Migration and mechanisation were therefore mutually shaping: labour scarcity encouraged machines, while machines altered the opportunities that migrants sought. 100.19 Combine harvesting sharply reduced the old wheat-harvest labour peak The spread of combine harvesters is one of the clearest examples of labour displacement in the corridor. A machine that could harvest and thresh rapidly reduced the need for large gangs of manual cutters and threshers. This was especially important in wheat, where timely harvesting matters and mechanisation could be integrated with large, relatively level fields. The reduction in harvest demand encouraged migrants to rely more heavily on paddy transplanting or to move into nearby non-farm employment. It also contributed to residue-management problems, because combines left straw patterns that farmers then had to clear before the next crop. Thus a labour-saving technology altered not only employment but also the ecological and temporal organisation of the rice-wheat system. HISTORY OF MITHILA, VAJJI & ANGA — VOLUME II 100.20 Paddy transplanting remained the labour bottleneck because it was harder to mechanise well Conventional paddy transplanting persisted as a major manual operation long after many other tasks had mechanised. The work requires nursery preparation, field puddling, coordinated transplanting and careful timing. Machines existed, but adoption depended on mat-type nurseries, field preparation, machine availability, operator skill and the economics of custom hiring. This is why Punjab’s own agricultural policy continued to identify rice transplanting as an area where suitable mechanisation lagged behind other operations. In effect, one stubbornly labour-intensive task sustained an interstate migration corridor even inside one of India’s most mechanised agricultural regions. The persistence of manual transplanting demonstrates that the relationship between technology and labour is specific to the operation, not to a simple label such as “modern agriculture.” Figure 398 — Mechanisation reduced some farm tasks earlier than the paddy-transplanting labour bottleneck 100.21 State regulation of paddy dates concentrated labour demand even further Punjab’s effort to conserve groundwater introduced legally regulated dates for paddy nursery sowing and transplantation. By delaying transplantation toward the monsoon, the state sought to reduce early-season pumping. A side effect was to compress the transplanting window across large areas. When many farmers must begin within a similar period, labour demand becomes more synchronised and the value of a mobile workforce rises. Farmers complained of shortages and rising rates when migrant arrivals were delayed, while workers could sometimes bargain more strongly during the peak. Water policy thus became labour-market policy indirectly. The transplanting calendar shows how an environmental regulation can reshape migration by changing the timing rather than the total area of work. 100.22 MGNREGA and changing source wages altered the bargaining context without ending migration Public employment under MGNREGA was often blamed in destination debates for creating a shortage of migrant labour. The historical evidence is more complicated. Migration to Punjab persisted because the destination could still offer concentrated cash earnings, while implementation of rural employment programmes in Bihar varied greatly across place and year. What changed more broadly was the worker’s outside option. Rising rural wages, public works, construction employment and alternative destinations reduced the ability of any one agricultural corridor to command labour on unchanged terms. Migrants could compare Punjab with Delhi, Rajasthan, Gujarat or work closer to home. The result was diversification and greater sensitivity to wage differences rather than a simple retreat from migration. 10191019 GAJENDRA THAKUR 100.23 Destination diversification turned Punjab into one node in a wider migration portfolio By the 1990s and 2000s, many households no longer relied on one fixed destination. A worker might spend part of the year in Delhi construction, travel to Punjab for paddy transplanting, return home for festivals and then take another casual job elsewhere. Others shifted permanently toward metropolitan labour markets as farm seasons shortened. This diversification reduced the monopoly of the Punjab corridor while preserving its importance during high-wage peak operations. It also changed recruitment: workers could arrive from another destination rather than directly from the village. Chapter 100 therefore belongs after the Delhi-Mumbai chapter not because agricultural migration came later, but because by the contemporary period the circuits had become interlinked. Rural-to-rural and rural-to-urban migration increasingly formed one mobility system. 100.24 The 2020 lockdown exposed how dependent Punjab’s paddy system remained on migrant labour The COVID-19 lockdown abruptly interrupted inter-state mobility just before the paddy season. Workers who had returned to Bihar or were stranded elsewhere could not travel normally, and Punjab confronted a shortage of transplanting labour. Research on the 2020 season records sharp increases in local wage demands and emergency efforts by farmers and the state to secure workers. The crisis made visible a dependency that normal seasons had concealed: a highly mechanised agricultural economy still relied on mobile human labour for a crucial operation. The episode was therefore a natural experiment in the labour system. When migration stopped, the cost and timing of paddy establishment changed immediately. 100.25 The lockdown temporarily strengthened local labour bargaining and triggered conflicts over wage control In some Punjab villages, local panchayats and groups of large farmers responded to labour scarcity by announcing transplantation rates or attempting to prevent workers from moving to higher-paying villages. Such measures reveal the class politics beneath the language of “labour shortage.” Farmers sought to control cultivation costs; workers used scarcity to demand higher piece rates; and migrant workers, where available, became strategically valuable. The episode also demonstrated why labour mobility matters for bargaining power. A worker who can move between villages or states is harder to discipline through a locally fixed wage. Attempts to restrict that movement were therefore attempts to recreate a more controlled labour market during crisis. 100.26 Direct-seeded rice gained urgency because it could bypass the transplanting bottleneck Direct-seeded rice places seed directly in the field rather than transplanting seedlings from a nursery. The method can save labour and water under appropriate conditions, although it creates new agronomic challenges, especially weed management and crop establishment. DSR existed before 2020, but the lockdown gave it unusual visibility because farmers needed a way to establish paddy with fewer workers. Punjab and Haryana both promoted the technique, and agricultural research institutions studied its constraints and suitability. DSR therefore illustrates a broader pattern: labour scarcity can accelerate the adoption of a technology whose original justification also includes water conservation and lower cultivation costs. The migration question became inseparable from the ecological crisis of groundwater-dependent rice. HISTORY OF MITHILA, VAJJI & ANGA — VOLUME II 100.27 Mechanical transplanting converts labour demand into machinery, nursery and service demand Machine transplanting does not eliminate labour so much as reorganise it. Farmers need mat-type nurseries, access to a transplanter, trained operators, field preparation and timely service. Punjab Agricultural University has continued to develop nursery seeders and remote-controlled or improved transplanting systems, while custom hiring allows one machine to serve many farms. By 2026, PAU extension programmes were still presenting mechanical transplanting as a response to labour scarcity and rising cultivation costs. This contemporary evidence shows that the historical corridor has entered a new phase. Migrant hand labour remains relevant, but the alternative is increasingly a service economy of machines, operators and nurseries rather than a simple substitution by one farm-owned machine. 100.28 Water scarcity and labour scarcity now push agricultural change in the same direction Punjab and Haryana’s rice-wheat system faces a double pressure. Groundwater depletion creates a need for water-saving crop establishment, while rising wages and uncertain migrant supply create a need for labour-saving techniques. DSR and some forms of mechanical transplanting address both pressures, although not always with equal success on every field. The technological transition is therefore being driven by environmental limits as well as labour-market change. This matters historically because the original Green Revolution expanded the corridor through irrigation-intensive paddy; the contemporary sustainability crisis is now encouraging technologies that may reduce the very peak labour demand that the corridor helped satisfy. Migration is thus embedded in the full ecological cycle of the rice-wheat economy. Figure 399 — Unequal agrarian regions were connected by repeated outward and return circuits 100.29 Mithila, Vajji and Anga entered the corridor through different local histories The source region should not be homogenised. North-eastern and north-central Bihar districts developed strong seasonal migration traditions through land scarcity, flood risk, weak local non-farm employment and established rail networks. Parts of Anga combined agricultural migration with older industrial and urban routes. Vajji’s proximity to major rail and road corridors facilitated multi-destination mobility, while districts of Mithila developed dense village chains that linked workers to Punjab, Haryana and Delhi. The proportions changed over time as education, construction migration, overseas migration and local employment expanded. The correct regional history is therefore not that every district sent the same workers to the same crops, but that households inserted the Punjab-Haryana season into different pre-existing portfolios of mobility. 10211021 GAJENDRA THAKUR 100.30 Seasonal agricultural migration connected India’s agrarian inequalities and then helped transform them The Punjab-Haryana corridor is historically important because it connected two agrarian transformations that are often studied separately. North-western productivity growth created high-value seasonal labour demand; eastern underemployment supplied mobile workers; migrant wages altered village labour markets in Bihar; mechanisation reduced some destination tasks; alternative migration routes changed worker bargaining; and environmental policy reshaped the timing of paddy. Over several decades, the corridor therefore changed both ends of the journey. It helped sustain the rice-wheat system during its expansion, while also contributing to the erosion of older labour dependence in source villages. Its contemporary future is likely to be smaller in some tasks, more mechanised and more integrated with non-farm migration, but the underlying historical lesson remains: labour mobility is one of the mechanisms through which unequal regional development is made to function—and through which that inequality is gradually contested and transformed.
