Urbanisation in Mithila, Vajji and Anga is not adequately described by the growth of a few municipal populations. It is a transformation of the settlement system: villages acquire markets, schools, clinics, banks, transport stands and non-farm employment; district headquarters extend into peri-urban fringes; railway and highway corridors generate ribbon development; remittance-funded houses alter land use; and people commute daily between places that remain administratively ‘rural’ and places legally designated ‘urban’. The historical question is therefore how functions, densities, infrastructures and social relations become urban, not simply how many persons reside inside a municipal boundary. Measurement requires unusual caution in 2026. India’s last completed population census remains the 2011 Census; Census 2027 is under way in phases, but population enumeration for most of India is scheduled for February 2027. Accordingly, this chapter uses 2011 as the last nationally comparable Indian demographic baseline and treats later municipal notifications, infrastructure programmes and visible built-up expansion as evidence of institutional change rather than as substitutes for a new census urbanisation rate. Nepal provides a more recent 2021 census, but there too administrative municipality status and morphology- based urban classification produce very different pictures, especially in Madhesh. 104.1 Urbanisation is a change in the settlement system, not merely migration to a city Urban growth can occur through natural increase, rural-to-urban migration, reclassification of settlements, expansion of municipal boundaries and the conversion of agricultural land at the urban edge. Conversely, many migrants from the study region move to Delhi, Kolkata or the Gulf without increasing the population of a local town. A regional history must therefore separate three processes: urban population growth, the spread of urban functions, and outward migration. Their interaction explains why a region can remain statistically weakly urbanised while its villages become deeply tied to urban labour, consumption, finance and communications. 104.2 Bihar’s measured urban share remained exceptionally low through the 2011 Census Official state finance analysis based on Census 2011 records Bihar’s urban population at 11.76 million, or 11.29 per cent of the state population, compared with 31.16 per cent for India. The contrast matters because it shaped fiscal capacity, infrastructure provision and the scale of municipal institutions. Low urban share did not mean absence of towns; rather, a very large rural population surrounded a dispersed hierarchy of small and medium urban centres. Mithila, Vajji and Anga therefore developed through many service towns and district headquarters instead of a single overwhelmingly dominant metropolitan concentration within the region. 104.3 The legal definition of a town influences the historical record The Census of India distinguishes statutory towns—places governed by a municipality, corporation, cantonment board or similar notified body—from census towns that meet demographic and occupational criteria without necessarily possessing urban government. In 2011 a census town required at least 5,000 inhabitants, density of at least 400 persons per square kilometre and at least 75 per cent of male main workers in non-agricultural pursuits. This distinction is crucial in Bihar because economic urbanisation can precede 10511051 GAJENDRA THAKUR administrative conversion. A settlement may function as a market-and-service centre while still being governed through rural institutions. 104.4 Bihar’s urban population multiplied faster than its urban share Between 1961 and 2011 Bihar’s urban population rose from about 2.58 million to 11.76 million, while the share classified as urban increased much more slowly, from 7.41 to 11.29 per cent. The apparent paradox reflects rapid growth of the total population and the persistence of dense rural settlement. It also warns against reading percentage urbanisation as the sole indicator of transformation. Even a small increase in share can represent millions of additional urban residents, major expansion of built-up land and a much larger demand for water, drainage, roads, housing, education, health care and waste management. Figure 412 — Bihar’s urban population expanded strongly from 1961 to 2011 while the urban share rose slowly 104.5 The regional pattern is polycentric rather than metropolitan Darbhanga, Muzaffarpur, Bhagalpur and Purnia perform high-order administrative, educational, medical and commercial functions, but they coexist with a dense layer of smaller centres such as Madhubani, Sitamarhi, Saharsa, Katihar, Hajipur and numerous subdivisional or market towns. Across the Nepal border, Janakpurdham and other Madhesh municipalities form linked but institutionally separate nodes. Households often use several centres for different purposes: a nearby bazaar for daily trade, a district town for administration and hospital care, and a larger city for university education, specialised medicine or wholesale commerce. Urbanisation is therefore a network of overlapping catchments. 104.6 District headquarters became durable engines of town growth Colonial and postcolonial administration concentrated courts, offices, schools, hospitals, police, record rooms and professional services in district headquarters. These functions created stable salaried demand that was less seasonal than agriculture. Around them grew legal practice, printing, lodging, transport, retail and private education. After independence, the expansion of state departments, colleges, banks and welfare administration deepened this effect. The resulting towns were not simply market settlements enlarged by population; they were administrative service economies whose influence extended far into rural hinterlands. This pattern remains especially visible in Darbhanga, Madhubani, Sitamarhi, Muzaffarpur, Purnia and Bhagalpur. 104.7 Railways created linear urban systems before highways did Railway junctions and stations reorganised older market geographies by concentrating passengers, goods handling, warehouses, hotels and transport services. Junction towns could grow rapidly even where their HISTORY OF MITHILA, VAJJI & ANGA — VOLUME II surrounding agricultural base was modest, while older centres bypassed by major routes might lose relative importance. In north Bihar, rail also connected flood-prone districts to Kolkata and later to metropolitan labour markets across India. In Anga, the eastern rail corridor strengthened connections among Bhagalpur, Katihar and Bengal. The railway station therefore became both an urban node and a migration institution, linking local settlement growth to distant labour markets. 104.8 Roads and motor transport widened the urban field beyond the railway station Post-independence road expansion redistributed activity toward bus stands, highway crossings, petrol pumps, repair workshops, warehouses, private schools and roadside retail. Motorcycles and shared passenger vehicles allowed people to live farther from town centres while using urban services daily. This mobility encouraged ribbon development along arterial roads and blurred the old distinction between compact town and agricultural countryside. The new edge is often functionally urban before drainage, street design or municipal regulation catches up. Such corridor urbanisation is a defining feature of contemporary Mithila, Vajji and Anga because settlement density is already high and land parcels are fragmented. 104.9 Wholesale markets connect rural production to urban accumulation Rice, maize, vegetables, fruit, fish, makhana, livestock products, textiles and construction materials move through networks of mandis, warehouses, traders and transporters. Urban centres accumulate value not only through factories but through aggregation, grading, credit, storage and distribution. This helps explain why a town can grow without a large formal industrial sector. Merchant capital, commission agents, transport firms and retail chains can generate considerable urban employment while remaining closely dependent on rural production. The boundary between ‘agrarian’ and ‘urban’ economy is therefore porous: the town often organises the circulation through which rural goods become market commodities. 104.10 Bhagalpur shows how an old production city can combine industry, trade and services Bhagalpur’s silk tradition gives it a distinctive production identity within Anga, but the city’s historical role is broader: administration, higher education, wholesale trade, transport and specialised services reinforce manufacturing. Such diversification matters because single-sector urban narratives understate how households combine occupations. A weaving household may also depend on retail, education, transport or salaried work; traders may finance production; students and patients create demand unrelated to silk. The city’s resilience therefore lies in the interaction between inherited craft clusters and modern service functions rather than in the survival of one industry unchanged. 104.11 Darbhanga’s urban role rests on institutions as much as population Darbhanga’s significance within Mithila is tied to a concentration of educational institutions, health care, administration, transport and cultural organisations. These functions draw daily and temporary populations well beyond those counted as usual residents. Students, patients, litigants, government employees, traders and visitors enlarge the city’s effective population and support rental housing, food services, pharmacies, coaching, transport and retail. This distinction between resident population and functional population is essential in regional urban history. A city’s influence is measured partly by the number of people who must use it even when they do not permanently migrate there. 10531053 GAJENDRA THAKUR 104.12 Muzaffarpur links the Vajji zone to larger commodity and service circuits Muzaffarpur occupies a strategic position between north Bihar’s agrarian districts and the Patna–Ganga corridor. Its wholesale markets, transport, education, health services and administrative role create an urban economy whose catchment reaches well beyond municipal limits. The city also illustrates how regional centres become staging points in longer migration journeys. Workers and students may first move from village to Muzaffarpur, then onward to Patna, Delhi or elsewhere. Urbanisation and migration are thus sequential as well as simultaneous: the regional city can be both destination and transit node in a household’s mobility history. 104.13 Smaller towns matter because they reduce the distance to urban services A focus on the largest cities misses the everyday geography of schooling, banking, medicine, agricultural inputs, courts, government certificates and consumer markets. Small towns and expanding market settlements lower the time and cash cost of accessing these functions. Their importance is especially great for women, elderly people and low-income households whose mobility is more constrained. The historical spread of secondary schools, clinics, bank branches and block- or subdivision-level offices therefore urbanises social life even without dramatic skyline change. Polycentric development can be read as the multiplication of reachable service centres across a densely settled region. Figure 413 — A schematic polycentric network of major and secondary urban nodes across Mithila, Vajji, Anga and adjoining Madhesh 104.14 Census towns reveal economic change before municipal government catches up When a formerly rural settlement crosses the census thresholds for population, density and non- agricultural male employment, it becomes statistically urban even if local governance remains rural. Such places expose a recurrent institutional lag. Shops, workshops, commuting and rental housing may increase before roads, drains, solid-waste systems or building regulation are designed for urban density. The lag matters for historical interpretation because administrative maps can understate the spread of urban livelihoods. It also produces governance problems: citizens may experience urban land prices and congestion while depending on institutions designed for village-scale settlement. HISTORY OF MITHILA, VAJJI & ANGA — VOLUME II 104.15 Municipal reclassification can create an abrupt statistical jump without an equally abrupt social change The opposite problem occurs when government enlarges or upgrades municipalities. Large populations may become legally urban overnight even though settlement form, occupation and infrastructure change only gradually. Administrative urbanisation is politically important—it changes representation, taxation, planning powers and access to urban programmes—but it is not identical to morphological urbanisation. Comparisons over time must therefore ask whether growth reflects people moving, settlements densifying, boundaries changing or legal status being altered. Without that decomposition, a sudden rise in ‘urban population’ can be mistaken for a sudden transformation that actually unfolded over decades. 104.16 Peri-urbanisation converts agricultural land into a mixed economy At town edges, land rarely changes directly from field to fully serviced urban block. Intermediate uses appear: brick kilns, warehouses, marriage halls, schools, clinics, workshops, transport yards, rental rooms and partially built housing colonies. Agriculture may continue between them. These mixed landscapes create new rents and employment but also raise land conflict, drainage obstruction and speculative holding. Households with roadside or edge land can gain windfall wealth; tenants and landless workers do not. Peri-urbanisation is therefore a class process as well as a spatial one, redistributing the value created by public roads and expanding markets. 104.17 Remittance-funded housing is one of the principal bridges between migration and urban form Chapter 103 showed that migrant earnings are frequently converted into housing. When this occurs near roads, bazaars or district towns, private remittances become a force of urban expansion. Multi-storey houses, boundary walls, shops at the street edge and rental rooms increase built density even when the migrant works hundreds or thousands of kilometres away. The paradox is important: outmigration can produce local urbanisation. A household may lose a working-age resident yet add permanent built capital at origin. Settlement growth can therefore be financed by wages earned in Delhi, Punjab, Kolkata, the Gulf or Nepal– India circulation. 104.18 Rental housing creates an urban population that property records often fail to describe Students, hospital attendants, small traders, construction workers, teachers, government staff and recent migrants often enter towns through rental rooms rather than ownership. Rental markets allow urban functions to expand without immediate household land purchase, but low-cost rentals can be crowded and poorly serviced. They also reshape neighbourhood social composition by bringing together people from different districts, castes and linguistic backgrounds. The growth of coaching, private education and health services has strengthened this temporary-resident economy. Urban history must therefore include tenants and circulators, not only property owners and permanent municipal households. 104.19 Education has become an urban industry as well as a public service Colleges, universities, coaching centres, hostels, private schools and examination preparation generate large secondary economies. They support transport, food, photocopying, digital services, stationery, rent and part-time work. Families may keep a village home while maintaining a student room in town, creating multi- local household expenditure. This process is particularly important where public-sector employment and 10551055 GAJENDRA THAKUR competitive examinations carry high status. Education-driven urbanisation also reinforces migration: credentials obtained in Darbhanga, Muzaffarpur, Bhagalpur, Purnia or Patna may be used in labour markets far beyond Bihar or Nepal. 104.20 Health care produces powerful central-place effects Specialised doctors, diagnostic laboratories, pharmacies and hospitals cluster because they require equipment, professional networks and a large patient base. Rural households therefore travel to towns for services unavailable locally, sometimes staying for days. The resulting health economy supports ambulances, hotels, food vendors, medicine wholesalers and rental accommodation. Medical centrality can expand even where industrial employment is limited. Yet unequal access persists: the cost of transport and private treatment can exclude poorer households. Urban service growth thus produces both wider availability and new forms of market dependence, linking health outcomes to mobility and household cash flow. 104.21 Informal employment is not residual to urbanisation; it is one of its main operating systems Street vending, rickshaws, e-rickshaws, repair, construction, domestic work, loading, small workshops, food stalls and home-based production absorb large numbers of workers. These activities provide low-entry employment but often lack secure contracts, social protection or stable workspace. Their spatial needs— pavements, curb space, market edges, transport stands—frequently conflict with formal traffic and beautification projects. The next chapter examines informal economies directly; here the key point is structural. A city cannot be understood only through registered firms and government offices when much of its daily circulation depends on informal labour. 104.22 Urban land converts public investment into private gains unevenly A new road, bridge, station, university or hospital can sharply raise nearby land values. Owners capture part of this increase through sale, subdivision, rent or commercial conversion, while non-owners face higher housing costs. This mechanism helps create new urban elites whose wealth is tied less to agricultural productivity than to location. In former rural fringes, the same family may shift from farming to real-estate brokerage, transport or construction. Urbanisation therefore changes class formation: land remains important, but its value increasingly derives from anticipated non-agricultural use and infrastructure connectivity. 104.23 Madhesh demonstrates why administrative ‘urban’ population cannot be read as built-up city population Nepal’s 2021 Madhesh census report states that about 73 per cent of the provincial population lived in urban municipalities. Yet the national thematic report using the Degree of Urbanization method classifies only 20.7 per cent of Madhesh residents in urban centres, 73.5 per cent in peri-urban clusters and 5.8 per cent in rural areas. These figures are not contradictory; they use different units and questions. The contrast is analytically valuable because large municipalities can contain extensive rural or semi-rural settlement. Madhesh is therefore highly municipalised administratively while much of its population remains peri-urban in settlement form. HISTORY OF MITHILA, VAJJI & ANGA — VOLUME II Figure 414 — Madhesh, 2021: administrative municipal status and settlement-form urbanisation produce very different readings 104.24 Janakpurdham’s growth combines pilgrimage, administration, education and border connectivity Janakpurdham is not only a provincial and municipal centre but a major religious destination whose visitor economy supports hotels, transport, retail and ritual services. Its urban role also reflects administration, education, health care and connection with the India–Nepal borderland. Nepal’s 2021 census recorded 194,556 people in Janakpurdham Sub-Metropolitan City, up from 162,172 in 2011. The city shows how cultural centrality and modern service functions can reinforce one another. Pilgrimage does not stand outside the urban economy; it helps finance transport, hospitality, commerce and public-space investment. 104.25 The open India–Nepal border produces transnational urban catchments Residents of Madhesh and adjoining Bihar cross the border for trade, kinship, education, health care, pilgrimage and onward transport. This creates functional urban regions that do not align neatly with national administrative boundaries. A household may use a Nepali municipality for one service and an Indian town for another, depending on distance, price, documentation and transport. Border markets therefore operate as paired or overlapping central places. The historical region remains economically connected even while planning, taxation, currency and municipal law are divided between two states. Urbanisation must be analysed at both national and cross-border scales. 104.26 Flood risk shapes urban form across the north Bihar plain Urban expansion on a flood-prone alluvial plain must negotiate embankments, drainage channels, raised roads, waterlogging and seasonal river behaviour. Filling low-lying land can protect an individual plot while displacing water onto neighbouring areas. Roads and unplanned construction can interrupt historic drainage routes. Flood resilience is consequently a collective urban-infrastructure problem, not merely a household adaptation. Remittance-funded raised houses may reduce private vulnerability, but without drainage planning they cannot solve neighbourhood-scale waterlogging. The urban history of Mithila and Vajji is inseparable from hydrology because the conversion of open land changes how water moves. 10571057 GAJENDRA THAKUR 104.27 Water, drainage and waste reveal the infrastructure gap created by rapid edge growth Population density can increase faster than piped water, sewerage, drains and solid-waste collection. Wells and septic systems that functioned at village density become problematic when plots are subdivided and roads are paved. Open drains may carry both storm water and wastewater; garbage accumulates where collection boundaries lag behind settlement expansion. These are not merely technical failures but symptoms of institutional transition. A place becomes urban in daily density and consumption before governance acquires adequate revenue, staff and engineering systems. The resulting infrastructure deficit is one of the central costs of dispersed, incremental urbanisation. 104.28 Digital connectivity allows urban functions to spread without complete spatial concentration Mobile phones, digital payments, online forms, e-commerce and platform work reduce the need to travel for some transactions while increasing the importance of connectivity and delivery networks. Rural residents can access banking, government services or retail platforms from villages, yet physical towns remain necessary for hospitals, higher education, courts, warehousing and specialised labour. Digitalisation therefore does not abolish urban hierarchy; it reorganises it. Some functions decentralise to phones and local agents, while others concentrate further in regional centres. The urban–rural relationship becomes more networked rather than disappearing. 104.29 Planning should recognise functional regions rather than stop at municipal borders Commuting, drainage basins, transport routes, waste flows and land markets routinely cross municipal boundaries. A road improvement in one jurisdiction may trigger construction in another; a town’s workers may live in surrounding panchayats; floodwater does not respect ward limits. Effective planning therefore requires metropolitan or regional coordination even where no formal metropolitan authority exists. For the study region, polycentric planning would connect large and small towns with their rural catchments rather than assuming that all development should be concentrated in a few cities. The objective is not maximal urbanisation but accessible services, safe infrastructure and productive local networks. 104.30 Urbanisation is the spatial expression of the wider social transformation traced in PART XI Migration, remittances and urbanisation form a single historical system. Workers leave villages because local labour markets are limited; earnings return as consumption and construction; roads and services expand; land converts; commuting increases; small towns grow; and new educational or commercial opportunities generate further mobility. This cycle explains why urban change can advance even when permanent rural-to-city migration is modest. Across Mithila, Vajji, Anga and Madhesh, the most important transformation is the thickening of connections among settlements. Chapter 105 turns to the labour and commerce that keep this network functioning: informal economies and street commerce.
