Videha is useful to social and cultural history not simply because it publishes Maithili literature online, but because its development exposes the infrastructures required to make a small-language literary public durable on the web. A digital journal must repeatedly solve problems that print can hide inside established institutions: how writers submit work, how issues acquire dates and sequence, how old material remains findable, how scripts render across devices, how audio and images are preserved, how readers learn that a new issue exists, how mobile users navigate, how disabled readers gain access, and how a publication survives changes in hosting, browsers and platforms. The history of Videha is therefore also a history of digital maintenance, editorial labour and vernacular technological adaptation. This chapter treats Videha as a case study rather than as a self-validating success narrative. Many claims about firsts, totals and institutional milestones originate in Videha’s own pages, announcements and retrospectives; they are valuable primary sources for institutional self-understanding but should be independently corroborated when priority matters. The strongest evidence lies where different traces converge: dated issue pages, serial announcements, archived copies, bibliographic records, repository histories and surviving tools. This source-critical approach also clarifies an apparent chronological ambiguity. The present site identifies Videha as ‘Since 2000’; a retrospective describes the venture beginning in 2000, an extant web presence from 5 July 2004, and a numbered fortnightly issue sequence beginning on 1 January 2008. These dates describe different phases of one born-digital institution rather than requiring a single artificial founding date. 114.1 Digital literary culture is an infrastructure of circulation, not merely literature placed on a screen Calling a journal digital can describe nothing more than delivery format, but the more historically significant change occurs when publication, discovery, discussion, preservation and reuse are reorganised around networked media. A poem on a webpage is still a poem; what changes is the architecture around it. It can be linked from an issue index, found through a search engine, announced to a mailing list, copied into a thematic archive, transliterated, read aloud by software, quoted in a digital classroom and accessed simultaneously from Mithila, Delhi, Kathmandu or a diaspora household. These affordances are not automatic consequences of the internet. Each depends on editorial choices, stable links, encoding, metadata and maintenance. Digital literary history should therefore study the interfaces and workflows that make circulation possible alongside the texts themselves. 114.2 Videha’s chronology demonstrates why born-digital institutions often have more than one legitimate beginning Videha’s own retrospective separates three moments that should not be collapsed. It recalls an experimental beginning in 2000 using an early internet appliance; identifies surviving material posted on 5 July 2004; and describes the first numbered fortnightly issue, designed to incorporate earlier posts, as appearing on 1 January 2008. The current masthead continues to use ‘Since 2000’. For a print journal, the first numbered issue might normally supply the publication date. For a web-born project, however, experimentation, surviving public presence and stable seriality can begin at different times. Historians should record all three and state what each date means. Regular serial rhythm matters because it creates expectations for contributors and readers. A website that changes unpredictably is an online collection; a numbered journal with recurrent publication dates creates a calendar, backlog, anticipation and memory. Google Groups announcements document the continuation of this rhythm across hundreds of issues, including issue 258 in 2018, 328 in 2021, 349 in 2022 and later issues in the 2020s. The numbering itself is historical metadata: it permits gaps to be identified and issue sequences to be reconstructed. Yet issue number should never substitute for preservation. A perfect sequence on a live homepage is fragile if the underlying files cannot be independently recovered. 114.4 Email submission lowered geographic barriers while retaining a recognisable editorial gate The journal’s public instructions invite writers and collectors to send original material electronically together with biographical information and images. This workflow reduced the importance of physical proximity to a press or editorial office. A contributor could participate from outside Mithila without postal delay, and diaspora writers could enter the same issue as local contributors. At the same time, digital submission did not eliminate gatekeeping. Someone still had to receive files, identify authors, assess originality, normalise formatting, place items within sections and publish them under a date. The social significance of the e-journal therefore lies partly in redistributing the costs of access while leaving editorial responsibility intact. For historical reconstruction, retained submission metadata and editorial correspondence would be especially valuable because public pages show the outcome of selection but not the full pathway to publication. 114.5 Sectioned navigation created multiple publics inside one periodical Videha’s website does not present every contribution as an undifferentiated stream. Pages for prose, verse, women’s writing, books, investigation, children’s material, audio-video, e-learning and other thematic areas create routes through the archive. Such segmentation has two effects. It helps readers with specific interests avoid the friction of scanning complete issues, and it also produces institutional categories: a recurring ‘women’s corner’ or children’s space can become a public of its own, with expectations about contributors HISTORY OF MITHILA, VAJJI & ANGA — VOLUME II and genres. Digital navigation therefore participates in canon formation. What is given a permanent tab becomes easier to revisit than material buried in an old issue. Historians should treat menus, indexes and category pages as paratexts that organise literary value, not as neutral web furniture. 114.6 Accumulated issues become a research corpus only when archival structure is added A long-running periodical generates quantity automatically, but quantity is not the same as a usable archive. Videha’s old-issue pages, thematic collections and repeated archival projects convert serial accumulation into a form that can be searched, downloaded or reorganised. The distinction matters. A scholar asking when a writer first appeared, how a debate evolved, or which genres expanded over time needs issue dates, stable titles and cross-issue retrieval. A stack of isolated webpages offers less historical leverage. Archive building is therefore a second editorial act performed on already published material. It changes the status of the journal from a sequence of present-tense issues into a longitudinal record of language, literature, criticism and cultural debate. 114.7 Static HTML has preservation advantages as well as aesthetic limitations Much of Videha’s older web architecture relies on comparatively simple HTML pages. Such pages may appear visually dated beside contemporary content-management systems, but simple files can have important durability advantages: they are inspectable, copyable, linkable and can often survive migrations with fewer dependencies on databases or proprietary plugins. The weakness is that large static sites accumulate duplicated navigation, inconsistent legacy markup and broken links unless they are audited systematically. The historical lesson is not that old web design should be romanticised. It is that preservation value and interface fashion are separate variables. For a vernacular archive with decades of content, a boring file that still renders may be more valuable than a sophisticated platform whose database disappears when hosting changes. 114.8 Search changes the archive from a shelf model into a retrieval system Once a digital literary archive becomes large, browsing alone reproduces the limits of a physical shelf. Search boxes, filters and indexes alter the reader’s relationship to the corpus because the unit of access becomes a name, phrase, issue, script or topic rather than a predetermined sequence. Videha’s recent development of site-wide search, specialised corpus search and structured tools illustrates this transition. Retrieval infrastructure can also expose forgotten writers by making older pages discoverable without prior knowledge of their location. Yet search introduces its own hierarchy. What is not indexed, what is encoded badly, or what appears only inside an image may effectively disappear. Devanagari dominates much modern publishing, but Tirhuta remains a major historical script, while Kaithi and other scripts appear in manuscript and archival contexts. Videha’s projects have repeatedly treated script conversion, fonts and alternate-script archives as part of literary infrastructure. This broadens digital access because a text can be encountered in the script appropriate to a reader, manuscript tradition or research purpose. It also creates scholarly risk: transliteration can make visually different texts seem equivalent even when orthographic distinctions, punctuation or scribal features matter. A responsible digital edition should preserve the source representation, the conversion rules and the transformed output rather than overwrite one with another. 114.10 Unicode changed the scale on which Tirhuta could participate in ordinary digital text The encoding of Tirhuta in Unicode 7.0 in 2014 was not simply a typographic event. Unicode assigns characters stable code points that can travel across files, operating systems, websites and databases independently of one proprietary font mapping. For literary culture, this makes searching, copying, indexing and long-term exchange more feasible than image-only or legacy-font publication. Yet Unicode does not solve everything. Fonts must implement the script correctly; keyboards must make input practical; normalisation and rendering need testing; and older documents may remain trapped in non-standard encodings. Videha’s attention to fonts, keyboards and converters belongs to this post-encoding phase: cultural recognition becomes usable infrastructure only when readers and editors can actually type, display and transform the script. 114.11 Fonts, keyboards and converters are literary institutions when a language lacks commercial infrastructure In a globally dominant language, writers can often take keyboards, spell-checkers, fonts and conversion utilities for granted because commercial software supplies them. In a smaller language, the absence of such tools becomes a barrier to composition and publication. These tools may look peripheral to a journal, but historically they expand who can produce a digital text and which scripts can be represented without specialist desktop-publishing software. The boundary between literary institution and technical workshop therefore becomes porous. A converter that allows a manuscript transcription to enter searchable Unicode can have as much archival consequence as a conventional critical essay. 114.12 Transliteration should be treated as an access layer, not as a replacement for textual provenance Multi-script conversion is valuable because readers have unequal script competence. A Devanagari reader can gain access to Tirhuta material; a Roman transliteration can support international scholarship; phonetic or other representations can assist language learning. The danger comes when a derivative form becomes detached from its source. Automated conversion can regularise distinctions, mishandle ambiguous characters or conceal uncertainty in a damaged manuscript. Videha’s multi-script ambitions are historically significant precisely because they raise this editorial problem at scale. Good digital practice requires reversible transformation where possible: retain the source image or source text, identify the conversion system, version the output and allow researchers to inspect differences. Accessibility and philological fidelity need not be enemies if provenance is preserved. Figure 454 — From digital text to multiple access representations. 114.13 The Parallel History project turns serial publishing into cumulative scholarly argument Videha’s ‘Parallel History of Mithila & Maithili Literature’ represents a shift from publishing discrete contributions toward building a long-form interpretive framework across many linked pages. Digital form suits such a project because it can grow incrementally, cross-link authors and topics, attach corrections, and coexist with primary materials elsewhere on the site. The term ‘parallel’ also signals a historiographical position: literary history should recover neglected writers, alternative chronologies and institutional exclusions rather than merely repeat an inherited canon. Whether every revision is accepted by later scholarship is a separate question. What matters for digital cultural history is that the website becomes both publication venue and evolving research environment, blurring the print distinction between journal article, reference work and archive. 11551155 GAJENDRA THAKUR 114.14 Theme-based archives can challenge canons, but they also create new editorial power When a general periodical reorganises earlier material into author archives, special issues or thematic collections, it increases the visibility of selected subjects. Such projects can recover writers who were scattered across decades of issues and make otherwise obscure debates legible as a body of work. Videha explicitly reserves the editorial right to create web archives and theme-based archives from its published material. This is a powerful form of secondary canonisation: the archive says, in effect, that these dispersed items should now be read together. Historians should therefore document who defined the theme, what was included, what remained outside, and whether later corrections altered the collection. Digital recovery is never purely mechanical; selection re-enters at the level of aggregation. 114.15 Women’s, children’s and performance sections show how digital modularity can widen a literary public Permanent or recurrent sections reduce the need for every genre or constituency to compete for identical space within a single linear issue. Videha’s women-focused, children’s and audio-visual areas demonstrate how one editorial umbrella can host partially distinct publics. Digital modularity also makes multimedia expansion easier: a text page can link to audio, video, images or quizzes without waiting for a special print supplement. This does not guarantee equal representation. A section can become marginal if its link is hard to find or if editorial resources are uneven. The historical question is therefore empirical: how often were such sections updated, who contributed, how prominently were they linked, and whether participation widened over time. The web creates capacity for plurality; institutions determine how that capacity is used. 114.16 Google Groups extends an issue beyond the website into a durable announcement record Issue publication requires discovery. Videha’s Google Group provides an external channel through which new issues, projects and calls are announced. The archive of those messages has historical value beyond notification because it records dates, issue numbers, changes in contact information and the vocabulary with which the journal presents itself to readers. It can also preserve evidence when the main site is reorganised. At the same time, a third-party platform is not a guaranteed archive: service policies, account control and export formats can change. The best use of such a channel is therefore supplementary. Announcement records should be periodically exported or captured so that they remain evidence even if the platform ceases to provide public access. 114.17 Mirrors and parallel platforms increase resilience only when their relationships are documented Videha material has circulated through the primary domain, WordPress pages, Google-hosted archives, GitHub Pages, Google Groups, book platforms and external archival services. This multiplicity can protect against a single point of failure, but it can also create confusion about which copy is authoritative. A reader may encounter an old contact address, an outdated navigation menu or a stale issue on a mirror. Preservation therefore requires more than duplication. Each copy needs a role: canonical live site, historical mirror, code repository, immutable issue export, public announcement record or preservation snapshot. Clear version and date metadata let redundancy become resilience rather than contradiction. Born-digital institutions should preserve the genealogy of their own platforms just as print historians preserve edition statements. HISTORY OF MITHILA, VAJJI & ANGA — VOLUME II 114.18 GitHub Pages introduces versionable infrastructure into vernacular publishing Recent Videha projects use GitHub-hosted pages for quizzes, research tools and searchable resources. Static Git repositories bring a different preservation logic from ordinary web hosting. Files can be versioned, changes can be compared, and a functioning site can often be reconstructed from the repository without a proprietary content-management database. For a cultural project maintained by a small team, this lowers some infrastructure risks and makes code itself part of the archive. The limitation is that Git is not automatically a preservation institution: repositories can be deleted, oversized binary files are awkward, and external data dependencies may vanish. The historical record should therefore capture tagged releases or periodic exports alongside the live repository. 114.19 E-learning quizzes transform an archive from a reading collection into an interactive pedagogical layer Videha’s quiz projects use browser-based questions, instant feedback and sectioned navigation to convert books, literary history, art, philosophy and other materials into active study environments. This represents a different mode of digital literary culture from conventional online publication. The reader becomes a learner whose interaction produces progression, scoring and repeated retrieval. Such tools can extend Maithili into domains of competitive examination, structured self-study and classroom supplementation. They also raise methodological questions. A quiz reduces complex texts to answerable units, and erroneous source extraction can be repeated at scale. High-quality e-learning therefore requires traceable sources, careful distinction between fact and interpretation, and preservation of the underlying text so that assessment never replaces reading. 114.20 Searchable dictionaries, thesauri and Panji tools turn textual heritage into structured data Digital humanities begins when texts are not only displayed but reorganised into entities, relations and queries. Videha-associated tools for vocabulary, thesauri, Panji search and multilingual retrieval illustrate this transition. A user can ask for a word, gotra, village, person or script form and receive structured matches rather than manually scan a book. This is powerful because hidden relationships become computationally visible. It is also dangerous if data cleaning is opaque. OCR errors, duplicated entries, uncertain names or inferred relations can acquire false authority once placed in a searchable interface. The scholarly requirement is explicit provenance: every structured record should remain traceable to a source page, manuscript, dictionary entry or editorial transformation. 114.21 Audio, video and recorded performance enlarge the archive beyond what print literary history normally preserves Videha’s audio-video and performance initiatives recognise that Maithili culture is not exhausted by written literature. Drama, recitation, discussion, song, documentary and oral explanation retain voice, gesture and timing that a transcript cannot reproduce. Networked publication also allows performance to travel beyond the locality in which it occurred. Yet audiovisual abundance creates preservation problems faster than text because files are larger, codecs change and platform-hosted videos may disappear. A sustainable media archive requires local masters, descriptive metadata, rights information, transcripts where possible, and derivatives for low-bandwidth access. The central historical gain is substantial: future 11571157 GAJENDRA THAKUR researchers can study not only what was said but how language sounded, how performance styles changed and how audiences were addressed. 114.22 Offline browser tools show that digital modernity need not mean permanent cloud dependence Some recent Videha utilities are explicitly designed to process PDFs, images or text locally in the browser rather than upload user files to a server. This design is significant in a region where bandwidth, privacy and device capacity can vary widely. Offline-capable tools reduce recurring hosting costs and can continue functioning after a webpage has been saved locally, provided required libraries are bundled. They also shift responsibility to the user’s device, which may struggle with very large files. The broader historical point is that vernacular digital infrastructure can develop through lightweight, client-side tools rather than imitate large commercial cloud platforms. Technical modesty can be a form of institutional autonomy when it reduces dependence on paid services and protects unpublished cultural material from unnecessary transfer. 114.23 Accessibility turns digital publication into a continuing editorial obligation Digital access is often praised because a webpage can theoretically reach anyone with an internet connection, but disability can reproduce exclusion unless pages are structured for keyboard navigation, screen readers, zoom, captions and adequate contrast. Videha’s current site states that its contents are periodically checked for accessibility issues. The wider benchmark has also changed: WCAG 2.2 became a W3C Recommendation in 2023 and added requirements concerning focus visibility, target size and other interactions. For a literary archive, accessibility includes more than compliance labels. Images need meaningful alternative text, audio needs transcripts or captions where feasible, language tags should identify Maithili and English correctly, and headings must communicate document structure. Accessibility work becomes part of textual preservation because an inaccessible archive is only partially public. 114.24 Mobile reading and low-bandwidth conditions shape what counts as usable literary design A large share of contemporary readers encounter the web through phones rather than desktop computers. This changes the practical meaning of a literary page. Long navigation rows, fixed-width tables, very large images and tiny tap targets may be manageable on a monitor but unusable on a small screen. High- resolution scans can preserve detail while also imposing data costs. Videha’s digital expansion therefore has to balance archival richness with responsive design, compression, lazy loading and simple fallbacks. The historical record should not treat interface revision as superficial redesign. Each change in mobile compatibility alters who can participate, especially readers whose only networked device is a phone. Usability is part of the social geography of digital literature. 114.25 Rights statements determine whether digital preservation can become legitimate reuse Videha’s site distinguishes author copyright from the editor’s stated rights to create web archives, theme- based archives, translations, transliterations and print or electronic derivatives of material published in the journal. Such statements are crucial because digital preservation and reuse often require copying. A file that may be read online but cannot legally be migrated, mirrored or transformed can become technically preservable yet institutionally fragile. At the same time, broad reuse rights should be recorded transparently so contributors understand how their work may circulate. Rights are therefore not an afterthought to digital culture; they are part of its preservation architecture. 114.26 A live website is not a preservation system Library and archival guidance on born-digital material repeatedly distinguishes current access from long- term preservation. Websites change, domains expire, file formats become obsolete and hosting accounts can be lost. The survival of Videha over many years should not encourage complacency; it makes systematic preservation more urgent because the accumulated corpus is now large and historically valuable. A robust strategy would maintain independently recoverable copies of HTML, media and structured data; preserve metadata and checksums; capture web snapshots or WARC files; document fonts and scripts; and store copies in more than one administrative environment. Periodic recovery tests matter as much as backups. An archive is not proven by having copies; it is proven when those copies can reconstruct the cultural object after the primary system fails. A page may survive while its external audio, embedded video, font, stylesheet or referenced document disappears. Earlier Videha pages already reveal the changing ecology of hosting services and archive locations. Link rot therefore needs to be treated as a first-class preservation problem. Automated link checking can identify failures, but repair requires editorial judgment: should a dead link point to an archived snapshot, a replacement edition, or remain visibly broken as evidence of the historical web? Silent replacement can erase provenance. The best practice is to record the original destination and the repair date. Digital preservation should preserve relationships among objects, not merely isolated files. 114.28 Audience metrics are useful evidence but poor measures of literary value Web servers, video platforms and social networks can count visits, views, downloads and clicks, producing quantities that print journals rarely possessed. A specialised Tirhuta transcription may receive fewer visits than a popular quiz while having greater long-term research value. Bots and search crawlers can also inflate traffic. A social history of digital literature should therefore combine metrics with qualitative evidence: citations, classroom use, republication, correspondence, translation, community testimony and archival reuse. The digital medium makes attention more measurable, not necessarily more meaningful. 114.29 Videha increasingly functions as a networked cultural institution rather than a journal alone The accumulated system now links fortnightly issues with author archives, historical research, script technology, dictionaries and search, Panji resources, quizzes, children’s materials, audiovisual collections, book publication, public announcements and external repositories. This expansion changes institutional identity. A journal primarily selects and serialises texts; a networked cultural institution also builds tools through which texts can be discovered, transformed, taught and preserved. Such breadth creates resilience because readers can enter through many routes, but it also increases maintenance burden and the risk of uneven quality. The appropriate historical description is therefore neither ‘website’ nor ‘magazine’ alone. Videha exemplifies a vernacular digital institution assembled incrementally from publishing, archiving and technical practices. 114.30 The durable achievement of digital literary culture is continuous maintenance rather than technological novelty The history of Videha shows why digital culture should not be narrated as a sequence of fashionable technologies. Individual platforms age quickly; the harder achievement is maintaining continuity while migrating content, repairing links, adding scripts, updating navigation, creating new access formats and preserving old ones. The same institutional labour that once kept a fortnightly issue schedule now supports archives, tools, e-learning and accessibility. Future historians will judge this culture not by whether every interface looked modern in its own moment, but by whether texts, dates, authorship, provenance and relationships remained recoverable. Digital literary modernity is therefore a practice of stewardship. Its central resource is not the newest software but the capacity to keep a language’s cultural record readable, searchable, attributable and open to new forms of use.
