PART XIII begins with demography because the contemporary economy of Mithila, Vajji and Anga is
built on population structure: the number of people, their age distribution, household organisation, sex
composition, education, mobility and settlement pattern. High population density can intensify pressure on
agricultural land and public services, but it can also create deep labour markets, dense commercial networks
and large consumer demand. A young population may offer a demographic dividend only when education,
health and productive employment expand at comparable speed. Migration may remove workers from local
labour markets while simultaneously sustaining households through remittances. Demography therefore
belongs inside economic history rather than in a statistical appendix.
The central methodological difficulty is geographical. Modern censuses enumerate states, provinces,
districts, sub-districts, municipalities, villages and households; they do not enumerate a single administrative
unit called ‘Mithila–Vajji–Anga’. The historical-cultural regions overlap present-day Bihar and Nepal and
have changed in meaning and boundary over time. This chapter consequently works with layered evidence
rather than pretending that a fixed modern boundary can be projected backwards. For India, the last
completed population census remains Census 2011 while Census 2027 is under way with a reference date of
1 March 2027. For Nepal, the 2021 census provides a more recent complete enumeration. Surveys such as
NFHS add fertility, health and household indicators, but they are samples, not substitutes for a census.
117.1 Demography as the first infrastructure of the contemporary economy
Population is both a stock and a set of relationships. The number of residents determines the scale of
food demand, housing, transport, schooling and health care, but economic consequences depend on
composition. Ten million children create a different demand profile from ten million working-age adults; a
district with large out-migration can have a high registered population but a thinner resident labour force
during peak construction seasons; a village with many older adults and children may depend on earnings
generated hundreds of kilometres away. Contemporary economic analysis must therefore move from
headcounts to age, gender, household, work and migration structures. In Mithila, Vajji and Anga, dense
agrarian settlement, recurrent migration and uneven urban growth make this relational approach especially
important.
117.2 A region without a single census boundary
Mithila, Vajji and Anga are historical-cultural regions, not current census districts. Any demographic
total for them is therefore constructed by the historian. Modern district boundaries cut across older political
and linguistic geographies, while district reorganisation changes the units between censuses. A serious
reconstruction must state which districts or sub-districts are included, for what date, and why. Language
maps add another layer because Maithili, Bajjika and Angika speech zones do not coincide perfectly with
administrative lines. Nepal adds a separate national statistical system with provinces, districts and
municipalities. The correct method is to overlay these sources and keep uncertainty visible, not to
manufacture one timeless demographic polygon.

117.3 The Indian census baseline and the long gap after 2011
India’s 2011 Census remains the last completed decennial population census available for Bihar as a
whole. Its Primary Census Abstract provides population, sex, age-group, Scheduled Caste and Scheduled
Tribe, work and rural–urban indicators down to district, sub-district, town and village levels. For the present
chapter, this remains the firm base for spatial comparison inside the Indian side of the study region. Later
surveys and administrative records can update selected dimensions, but they use different sampling frames
and definitions. The long interval after 2011 is itself historically significant: policy has had to operate for
more than a decade using projections, enrolment records, electoral rolls, health surveys and scheme databases
in place of a new complete enumeration.
117.4 Census 2027 and the problem of an unfinished present
As of September 2026, India is preparing and conducting Census 2027 rather than publishing a
completed post-2011 population census. The official reference date for most of India is 1 March 2027, and
the exercise is being conducted digitally with a self-enumeration option; caste enumeration is also scheduled
for the population-enumeration phase. This creates an unusual documentary moment. Scholars can describe
the organisation and questions of the new census, but they cannot treat future 2027 results as already known.
Any ‘current population’ for Bihar or its districts before those results must therefore be labelled as a
projection or administrative estimate. This distinction prevents false precision and protects the chronology of
evidence.

117.5 Nepal’s 2021 census and the cross-border demographic field
Nepal offers a contrasting statistical chronology because its National Population and Housing Census
2021 has already produced detailed provincial and district results. Madhesh Province recorded 6,114,600
people in 2021, an annual average growth rate of 1.19 percent over the preceding decade, and a density of 633
persons per square kilometre. The province’s age structure was still young: 33.2 percent of residents were
aged fourteen or below, 57.7 percent were 15–59, and 9.1 percent were 60 or above. These figures illuminate
the northern cross-border demographic field, but Madhesh Province should not be treated as identical with
historical Mithila. Its eight districts contain Maithili, Bajjika, Bhojpuri and other linguistic populations and
have their own administrative history.

117.6 Long-run population growth in Bihar
Bihar’s 2011 population was about 104.1 million. Between 2001 and 2011 it grew by roughly 25.1
percent, substantially faster than India as a whole during that decade. Earlier census series show that this high
growth emerged from the interaction of declining mortality with fertility that fell later and more slowly than
in many southern and western states. The result was not simply ‘too many people’ but large successive
cohorts entering school, marriage, labour markets and migration networks. In the districts of north Bihar and
the eastern Gangetic plain, population growth intensified subdivision of holdings and demand for non-farm
work. Long-run demographic growth therefore helps explain why migration, educational competition and
the search for salaried employment became central features of household strategy.
117.7 Density, land pressure and the settlement mosaic
Bihar’s population density reached 1,106 persons per square kilometre in 2011, among the highest levels
for a major Indian state. Density is especially consequential in the alluvial plains, where settlements, roads,
fields, embankments, ponds and market centres are packed into a landscape repeatedly reorganised by rivers.
High density does not mechanically imply poverty: fertile land, proximity to markets and dense social
networks can support intensive agriculture and commerce. The problem arises when population growth
outpaces productivity, infrastructure and the creation of non-farm employment. Land fragmentation,
homestead congestion and conflict over commons then become demographic-economic questions. Density
must therefore be read together with land quality, flood risk, tenure and access to transport rather than used
as a stand-alone indicator.
117.8 Rurality, towns and incompatible definitions of urbanisation
The language of ‘urbanisation’ requires unusual care in cross-border comparison. Bihar’s 2011 census
urban share was only 11.3 percent under Indian census definitions, reflecting the predominance of village
settlement and a relatively small network of statutory and census towns. Nepal’s 2021 report states that 73
percent of Madhesh Province’s population lived in urban municipalities, but Nepal’s municipal classification
expanded administratively and is not equivalent to India’s census-urban definition or to continuous built-up
settlement. A municipality may contain extensive rural landscapes. The useful historical question is therefore
not which side is ‘more urban’ from these percentages. It is how settlement functions are changing: market
access, commuting, educational institutions, real-estate conversion, road-front growth and municipal service
obligations.

117.9 Fertility transition and the changing size of birth cohorts
Fertility is one of the most important moving variables in the region’s demographic transition. NFHS-5
for Bihar, conducted in 2019–21, estimated a total fertility rate of about 3.0 children per woman, lower than
earlier rounds but still above the replacement level. The survey also showed a clear urban–rural difference,
with fertility lower in urban areas. Declining fertility eventually reduces the relative size of child cohorts, but
its economic effects arrive with delay: schools may face changing enrolment patterns first, labour-force
growth changes later, and population ageing follows decades after that. District and social-group differences
matter greatly, so a state average should not be projected mechanically onto Mithila, Vajji or Anga
subregions.
117.10 Age structure and the demographic dividend question
A young age structure can create a temporary demographic dividend when the share of working-age
people rises relative to dependants. Madhesh Province in 2021, with 57.7 percent of its population aged 15–
59 and one-third under fifteen, illustrates both opportunity and obligation. The younger cohorts represent
future workers, but they first require nutrition, schooling, health care and skills. In Bihar, successive large
youth cohorts have entered labour markets that cannot be understood only within state boundaries because
migration is a major employment mechanism. A demographic dividend is therefore not automatic. Without
productive jobs, education and health, the same age structure can produce underemployment, delayed
household formation, competitive examinations as a mass social phenomenon, and intensified migration.
117.11 Household size, domestic economies and intergenerational support
Households translate population structure into everyday economic behaviour. Nepal’s Madhesh
Province had an average household size of 5.29 in 2021, down from 5.80 in 2011, indicating gradual change
even within a region associated with large family households. On the Indian side, household size varies by
caste, class, migration status, urban residence and life-cycle stage. The apparent joint family may operate as a
multi-local economic unit: some members remain in the village, others work in Delhi, Punjab, Gujarat, the
Gulf or Kathmandu, and money and care move between sites. Census household definitions capture co-
residence at one moment; economic history must also reconstruct these distributed family systems. Falling
household size can therefore coexist with strong kin-based transfers and obligations.

117.12 Sex composition, gender and the limits of a single ratio
Sex ratios are often treated as a single measure of gender relations, but demographic interpretation
requires several ratios: total population, children, sex at birth, age-specific survival and migrant populations.
Male-selective labour migration can raise the female share among those actually present in a village even when
other forms of gender inequality remain severe. Conversely, female migration associated with marriage can
alter district residence patterns without representing labour mobility. Gendered demography must therefore
connect enumeration with work, property, education, marriage and care. The economic importance of
women’s unpaid agricultural and household labour is especially easy to undercount when census categories
privilege a single ‘main’ activity. Population composition is thus partly a statistical question about how work
and residence are defined.
117.13 Children, schooling and the future labour force
Large child cohorts create immediate demands for schools, teachers, vaccination, nutrition and safe
transport. Their future economic effect depends on whether schooling produces literacy, numeracy and
transferable skills rather than only enrolment. In Bihar, educational expansion after the 2000s brought many
more children, including girls and historically excluded groups, into formal schooling. Yet differences in
school quality, completion and access to higher education continue to shape migration and occupation.
Demography makes these differences cumulative: a weak school system does not fail only one cohort; it alters
the productivity and earnings of that cohort for decades. Conversely, improvements in girls’ education can
influence fertility, age at marriage, labour participation and the health of the next generation.
117.14 Mortality decline, health transition and survival
The twentieth-century decline of mortality transformed the population long before fertility reached low
levels. Expanded vaccination, antibiotics, safer childbirth, public-health campaigns and improved food access
increased survival, although gains were uneven and periodic epidemics, floods and poverty continued to
produce vulnerability. The contemporary phase is marked by a double burden: infectious disease and
maternal-child risks persist while non-communicable diseases become more important as people survive to
older ages. Economic consequences include changing health expenditure, care needs and work capacity.
Mortality decline also changes household expectations: families can invest differently when child survival is
more secure, while longer adult survival creates a growing need for income security and chronic-disease care.
117.15 Marriage patterns and the timing of family formation
Marriage remains a central demographic institution because it structures household formation, fertility,
residence and many transfers between families. NFHS-5 showed that early marriage had declined in Bihar but
remained significant, especially in rural areas. The timing of marriage interacts with girls’ education and
fertility: later marriage generally shortens exposure to early childbearing and can increase the possibility of
continued study or employment. Yet marriage migration also complicates population data because women
frequently change residence across villages and districts. In borderland regions, marriage networks can cross
linguistic and national boundaries, linking households economically even where labour and citizenship
regimes differ. Demographic history must therefore treat marriage as mobility as well as family formation.
117.16 Literacy, education and demographic capability
Literacy and years of schooling are demographic capabilities because they change how people use health
services, migrate, enter occupations and interact with the state. NFHS-5 continued to show a substantial

gender gap in Bihar: literacy among women aged 15–49 was markedly below that among men, and internet
use displayed an even wider divide. These differences affect who can access digital recruitment, banking,
welfare applications and information. Education also changes the geography of aspiration. Students move to
Darbhanga, Patna, Bhagalpur, Delhi, Kota or other educational centres; successful graduates may not return
immediately. The resulting demographic circulation links the region to national labour markets and can
simultaneously produce local skill shortages and remittance income.
117.17 Caste and social composition: evidence and caution
Caste is indispensable to the social demography of Bihar, but the available datasets must be kept distinct.
Census 2011 systematically enumerated Scheduled Castes and Scheduled Tribes but did not publish a full
caste census for all communities. Bihar’s later caste-based survey belongs to a different administrative and
methodological context, while Census 2027 is scheduled to include caste enumeration in its population
phase. Historical analysis should therefore avoid merging these sources as if they were one continuous series.
The key economic point is that caste shapes landholding, occupation, education, migration networks and
access to public goods. Population shares matter, but the distribution of assets and opportunities within and
between groups matters more than numerical weight alone.
117.18 Religion and demographic plurality
The study region contains Hindu, Muslim, Buddhist, Jain, Christian and other religious histories, though
contemporary population shares vary sharply by district and locality. Religious demography becomes
economically relevant through settlement concentration, occupational networks, educational institutions,
charitable organisations, marriage patterns and migration. It is also politically sensitive. Census categories
record self-reported affiliation at a specific date; they do not measure belief, practice or social influence. For a
regional history, the safest method is to use official counts where necessary while resisting the temptation to
turn demographic plurality into a deterministic political narrative. Markets, schools, transport corridors and
labour migration routinely cross religious boundaries even when public debate emphasises difference.
117.19 Language demography across Mithila, Vajji and Anga
Language demography is particularly important because the project’s regions are partly defined through
linguistic history. Census of India language tables show strong Maithili reporting across north Bihar districts,
while Angika is associated with the eastern Bhagalpur–Banka–Munger zone and Bajjika with the west/north-
western field, though census classification and self-reporting complicate neat maps. Nepal’s 2021 language
analysis reported Maithili as the largest mother tongue in Madhesh Province at 41.7 percent, while Bajjika
also had a major presence and was overwhelmingly concentrated in the province. Language counts should
not be mistaken for fixed ethnic boundaries. Schooling, migration, census nomenclature, multilingual
households and political recognition all influence what people report as a mother tongue.
117.20 Internal migration as a structural population process
Migration is not an exceptional response to crisis; it is a structural component of the region’s population
economy. Census 2011 migration tables capture place of birth and previous residence, while labour surveys
and field studies reveal the importance of seasonal and circular migration that can be missed by residence-
based enumeration. Workers from Bihar move to Punjab and Haryana agriculture, metropolitan
construction, factories, services and transport across India. Better-connected households may send students,
professionals and public-sector employees. Out-migration changes the age and sex composition of origin

villages, affects wage bargaining and creates new consumption patterns. Population ‘loss’ through migration
may therefore coexist with economic gain through remittances and skills, although the costs of family
separation can be substantial.

117.21 Male-selective migration and the reorganisation of households
Migration from rural Bihar has historically been disproportionately male, especially in manual and
seasonal work. This can transfer day-to-day farm management, elder care, child education and dealings with
local institutions to women who remain at home. Such ‘feminisation’ of responsibility does not
automatically mean greater control over land or household income: remittance decisions and property rights
may remain male-dominated. Demographically, male absence also distorts simple resident sex ratios and
labour-force measures. For economic history, the household must be analysed as a unit spread across places,
with labour supplied in one region and reproduction, care and part of consumption located in another. This
multi-locality is one of the defining social forms of the contemporary eastern Gangetic economy.
117.22 Nepal, overseas labour and transnational household strategies
On the Nepal side, foreign labour migration adds another scale of demographic absence. Large numbers
of Nepali workers have sought employment in the Gulf, Malaysia, India and other destinations, and
Madhesh households participate in these circuits alongside internal migration to Kathmandu and other
urban centres. Census categories for ‘absent population’ and household-headship help show how migration
reshapes residence. The economic impact depends on destination, recruitment cost, contract conditions and
the use of earnings. Overseas migration can finance housing, education and debt repayment while also
exposing workers to injury, wage theft and prolonged separation. Cross-border regional history must
therefore connect population data with labour regimes that lie far beyond Mithila itself.
117.23 Remittances, consumption and demographic dependence
Remittances convert demographic mobility into local purchasing power. They support food
consumption, education, health care, house construction, ceremonies, debt service and sometimes land
purchase or small enterprise. This can sustain villages whose resident employment base appears weak. At the
same time, dependence on remittances can make households vulnerable to recessions, border closures,

recruitment shocks or illness at the destination. The COVID-19 return migration of 2020 demonstrated how
quickly a labour-exporting region can experience a sudden reversal of population flows. Remittances should
therefore be treated as part of household income architecture, not as a separate financial topic. Their
demographic counterpart is the absence, return and circulation of working-age members.
117.24 District towns, corridors and emerging settlement concentration
Population concentration increasingly follows roads, district headquarters, educational centres and
market corridors rather than only traditional town boundaries. Darbhanga, Muzaffarpur, Bhagalpur,
Janakpur and numerous smaller municipalities function as nodes for health care, higher education, wholesale
trade, transport, administration and real estate. Growth frequently appears as ribbon development, peri-
urban subdivision and conversion of agricultural land rather than a compact metropolitan form. Such
settlement change can be missed if analysis relies only on a binary rural/urban variable. The contemporary
economy requires a functional geography of commuting, market access and service catchments.
Demographic concentration around transport nodes also changes land values and the social composition of
nearby villages.
117.25 Floods, erosion and environmentally induced mobility
Floods and river erosion produce mobility that does not fit neatly into the categories of permanent
migration. The Kosi, Bagmati, Kamla, Gandak and Ganga systems can destroy crops, homes and roads, force
temporary evacuation, erode land and shift channels. Some households return after water recedes; others
relocate to embankments, roadside land, towns or distant labour markets. Repeated displacement can turn
seasonal coping into long-term migration. Demographic evidence must therefore be read alongside disaster
records and local histories. A village’s population decline may reflect erosion or administrative reclassification
rather than ordinary economic migration. Environmental mobility is especially important for understanding
why households diversify livelihoods across several locations.
117.26 Work participation and the difference between population and labour
force
A large working-age population is not the same as a large employed population. Census work categories,
labour-force surveys and household descriptions differ in reference periods and in how they classify unpaid
family work, seasonal agriculture and women’s activities. Bihar has historically recorded relatively low work
participation, especially for women, even though women contribute extensively to agriculture, livestock,
household production and care. The contemporary economy must therefore distinguish labour availability
from measured employment. Youth unemployment, underemployment and exam preparation can coexist
with labour shortages in particular manual occupations when migration and aspiration redirect workers.
Demographic structure sets the potential labour supply; institutions, wages, skills and social norms determine
how much of that potential becomes recorded work.
117.27 Dependency, care work and population ageing
Dependency ratios usually compare children and older people with the working-age population, but real
dependency is mediated by income, health and care arrangements. A working-age adult without employment
may depend economically on migrants or pensions, while an older person may continue farming or manage
family assets. As fertility falls, child dependency can decline, creating fiscal space for better education per
child. Later, ageing raises the need for chronic-health care, pensions and accessible housing. Madhesh

Province’s 2021 share of people aged 60 and above was 9.1 percent, already large enough to make ageing
visible even in a young population. Planning for the demographic dividend and for ageing must occur
simultaneously because infrastructure built today will serve tomorrow’s older cohorts.
117.28 Projections, administrative estimates and the danger of false precision
Population projections are necessary when censuses are widely spaced, but they are not new
enumerations. The Government of India’s state projections for 2011–2036 estimate future population using
assumptions about fertility, mortality and migration. Administrative systems produce other counts: school
enrolments, ration cards, health registries, electoral rolls, mobile connections and welfare databases. Each
serves a purpose and each has coverage rules that differ from usual-resident census concepts. Combining
them without methodological discipline can generate spurious precision. Until Census 2027 results are
released, a responsible account should give exact 2011 census numbers where appropriate, use later survey
indicators for specific processes, and label projected totals explicitly as projections.

117.29 What demographic structure means for economic planning
Demographic structure affects nearly every policy field in Part XIII. Agriculture must absorb or release
labour as holdings fragment; manufacturing and services need jobs for young cohorts; transport investment
changes commuting and migration; urban policy must anticipate settlement growth outside old municipal
cores; health systems must handle both maternal-child care and chronic disease; schools must adjust to
changing cohort size; and social protection must reach migrants and older adults. Cross-border differences in
census timing further complicate planning for the cultural region. The practical lesson is to design
institutions for mobility and change rather than for a static village population. Portability of benefits,
interoperable records and regional transport become demographic policies as much as administrative
reforms.
117.30 From population pressure to population capability
The phrase ‘population pressure’ captures only one side of the region’s demographic history. Dense
settlement and rapid twentieth-century growth did intensify competition for land, education and formal
jobs. Yet people are also the carriers of skills, networks, cultural knowledge, enterprise and remittance

connections. The economic question is whether institutions convert population into capability. Fertility
decline, better survival, expanded schooling and wider mobility are already changing household strategies.
The next chapters will show how agriculture, labour, industry, services and infrastructure respond to this
changing population base. Demography therefore opens PART XIII not as a warning about numbers, but as
the historical architecture within which the contemporary economy operates.
