Post-independence river development in north Bihar was built around a difficult hydraulic fact: Mithila and Vajji possessed abundant water, yet the timing, sediment load and mobility of Himalayan rivers made that abundance dangerous as well as productive. The Kosi and Gandak projects therefore combined flood-control structures, diversion barrages, embankments, canals, roads, bridges, hydroelectric components and cross-border agreements with Nepal. They were not simply irrigation schemes, and they were not storage-dam projects in the usual sense. Their history is best read as an attempt to create a managed river landscape within an alluvial plain that continually changes channel, bed level and drainage relations. The projects produced real gains: protected tracts, new irrigation possibilities, transport links, power generation and a permanent hydraulic administration. They also produced second-generation problems - displacement, incomplete rehabilitation, waterlogging, canal inefficiency, siltation, embankment maintenance and the redistribution rather than elimination of flood risk. These contradictions are central to the socio-economic history of Mithila, Vajji and the adjoining Gangetic plain. Chapter 78 will examine floods themselves as social and economic events; the present chapter concentrates on the institutions and infrastructures created to manage rivers after independence. Independence inherited a long history of embankments, canals and flood inquiries, but the new state enlarged the scale and ambition of intervention. Large multipurpose projects promised to convert damaging monsoon flows into irrigation, power and planned development. In north Bihar this hydraulic vision was inseparable from national food policy, rural employment and the political expectation that scientific engineering could reduce chronic insecurity. The Kosi and Gandak projects were consequently presented not as isolated civil works but as development systems. Their construction required finance, land acquisition, labour, roads, rail access, cross-border diplomacy and administrative organisations capable of operating structures long after the ceremonial moment of inauguration.
