Bhagalpur Silk and Anga’s Textile Economy

Bhagalpur silk is often presented as a single celebrated product, but historically it has been a dispersed textile economy: cocoon and yarn supply, reeling and spinning, dyeing, warping, household weaving, finishing, merchant finance, cooperative organisation and long-distance marketing. The centre of gravity lies in Bhagalpur and neighbouring Banka, within the wider Anga region, yet the value chain reaches into Jharkhand, other silk-producing states, metropolitan markets and export channels. This geography explains both the endurance of the craft and its vulnerability. A strong weaving tradition can survive even when local raw-silk production is modest, provided merchants, institutions and transport reconnect the stages of production. The chapter therefore treats ‘Bhagalpur silk’ not merely as a cultural label but as a socio-economic system. It follows the historical record from the early nineteenth-century survey of Francis Buchanan through cooperative and state support, the Weavers’ Service Centre, the rise of powerlooms, the Geographical Indication, the Bhagalpur–Banka Mega Handloom Cluster and contemporary design, testing and sericulture infrastructure. The central argument is that resilience has come from flexible household production and accumulated skill, while the recurrent limits have been raw-material dependence, working-capital asymmetry, uneven common facilities, imitation, volatile orders and weak bargaining at the producer end of the chain. Bhagalpur’s fame can obscure the wider geography that made its textiles possible. Weaving households were concentrated in neighbourhoods and villages across Bhagalpur town and district, while Banka contributed reeling, spinning and weaving tied to forest-based tussar ecology. Traders connected these clusters to Patna, Kolkata and national markets; yarn and cocoons could arrive from Jharkhand and other silk regions; and finished fabrics moved outward through wholesalers, exhibitions, exporters and later online retail. Such a network behaves differently from a factory. Capital equipment is distributed among households, production expands or contracts with orders, and the boundary between household, workshop and commercial enterprise is porous. This decentralisation reduced the fixed cost of survival but also shifted inventory and income risk toward weavers and small intermediaries.
