Technology Is More Than a Tool

But this does not make technology an independent destiny either. Human forms, policies, uses, resistances, repairs and reformulations can change the technological direction. The right position is therefore a critical middle-ground between “fair tools” and “autonomous technological destiny”. Five distinctions are necessary to evaluate technology. First—intent and outcome different; The intentions of the framers would not have determined all effects. second—affordance and constraint separate; The tool makes some actions easier, but the user would not be completely determined. third—objects and systems separate; The impact of a single device is linked to its networks, standards and institutions. Fourth—innovation and maintenance separate; Innovation is not progress. fifth—efficiency and justice separate; What is technically excellent is not necessarily morally or politically expedient. The parallel philosophy will examine technology on seven criteria: purpose, formality, access, power-delivery, unintended consequences, repairability/returnability and long-term environmental-social impact. Evidence is required at all seven levels. No technology should be accepted or rejected solely on the basis of advertising, fear, tradition or novelty appeal.

Pūrvapakṣa

First premise: technology is a neutral tool; The only fault is bad users. Answer—User intent is important, but formatting, default options, access, monitoring, standards and institutional conditions also form the outcome. A different formulation of the same instrument may pose a different moral hazard. Second premise: technology moves at its own pace; Control of society is ultimately impossible. Answer—Path-dependence and inertia are real, but over history standards have changed, harmful technologies have been limited, safety rules have been created, and alternative systems have evolved. Full autonomy breeds political passivity. Third premise: If the intention of the framer is good, the technique is good. Answer—unintended consequences, abuse, social recycling and structural exclusion may occur outside of intent. Ethical evaluation Check all three intent + actual use + long-term impact. Fourth premise: the user can change everything, so the effect of the morphology is exaggerated. Answer—reuse is possible, but cost, permissions, technical knowledge, materials and institutions all limit user freedom. The field of action-possibility options changes, although not absolutely determining the outcome. Fifth premise: efficiency is an objective criterion, so technical decisions should be separate from politics. Answer—Efficiency is always relative to a goal. Whose time was saved, whose costs were increased, whose risk was transferred, what value remained beyond measurement—these questions are political and ethical.

Uttarapakṣa

First answer—read technology as a network of relationships, not objects. Machines + users + institutions + standards + energy + maintenance + environment + laws—these together make up the real technological system. The analysis will not get stuck on one component. The second answer—“for whom?” for each technical claim. Questions are mandatory. Efficiency for whom, convenience for whom, security for whom, risk to whom, whose data, whose benefits? The imagination of the average user can hide real disparities. Third Answer—Add counterparts to the formatting step. Excluding potential users, repairmen, persons with disabilities, local communities, environmental experts and affected workers from the initial review can make subsequent remediation costly. Democratic participation is a complementary information source, not a substitute for engineering knowledge. Fourth Answer—Examine the life-cycle. Production, use, maintenance, updating, failure, reuse and destruction—all stages should be part of the ethical evaluation of technology. Buy-price or initial performance alone is not enough. Fifth Answer—Enhance returnability and option-protection. Users can extract data, change standards, leave service, local Repair is possible, old formats can be read—such a system reduces dependencies. Not perfectly possible in every area, but important in principle.

Parallel conclusion

Technology is not just a tool, since tools have effects long before and long after the moment of use. The formatting determines which options will be available; creates standard compatibility and exclusion; Infrastructure changes habits and institutions; Maintenance determines longevity; The environmental life-cycle generates remote costs. However technology itself is not fate—formulation, policy, resistance, repair, alternatives and democratic review can change its direction. Parallel philosophy is therefore neither anti-technology nor technology-worshipping. Her questions are: what does this technology enable, what makes it difficult, whose power it increases, whose risk it increases, whose language/body/space it considers normative, and whether mistakes are open to correction when they appear. Technological prudence does not necessarily mean slowing down innovation; It means subjecting innovation to proof, dignity, justice and self-criticism. Chapter 84's formula: "The tool is in the hand, but the form of the tool also changes the possibility of the hand; so examine the technique not only with its use, but with its texture, arrangement, and long-term relationship."
