Traditional morality focused mainly on the relationships between
humans in the present. But the environmental crisis changes the
question. I have a responsibility to the unborn generation The species is
only a means for human use. The value of the river is only the market-
value The decisions we make today have consequences that affect life
hundreds of years from now.
64.1 Moral Responsibility as anachronistic
Future generations can no longer vote, make contracts, or protest.
However, current decisions affect their water, air, land, climate and
biodiversity. The question of responsibility is sharper if the power is
unilateral. Parallel philosophy says that a person is not without dignity if
they are not present.
A value of 64.2 in nature
Treating the environment only as a resource makes rivers = water,
forests = wood, and land = market-value. But nature is also the
foundation of ecosystems, living communities, cultural memory and the
future. There are two extremes to be avoided: the impossibility of every
human intervention in nature being immoral; and the use of humans as
the only value of nature.
64.3 Nonviolence and Reciprocity and Modern Science
A dialogue between Jain non-violence and Buddhist interdependence,
Indian folk-nature traditions and modern ecology is possible but not a
false equivalence. Ancient texts had already known modern climatology,
but this claim is incorrect. Fruitful comparisons may be made on
questions of moral sensitivity, the reciprocity of life, and temperance;
empirical climates will rely on evidence from modern science.
64.4 Environmental Justice
Pollution and climate risks are not evenly distributed. The poor, tribal,
river-dependent, coastal, and agrarian and labour communities are
more vulnerable when the resource-intensive benefits are concentrated
elsewhere. Environmental ethics, therefore, is not only about love of
nature; it is also about justice for distribution, representation,
displacement, health and livelihoods.
64.5 Mithila: The River: Floods and Life
Mithila 's geography is deeply intertwined with river flooding,
waterlogging, agriculture, migration, and transboundary hydrology. It is
not enough to simply call the flood a natural disaster or just a natural
cycle. Embankments and settlements, land-use and subsidence,
administration and drainage, and the combined study of local
experiences are essential. Parallel philosophy hearkens back to local
wisdom, but does not substitute for scientific hydrology.
64.6 The Cautionary Principle
Where the potential harm is large or irreversible, waiting for absolute
certainty can be risky in itself. But the precautionary principle is not an
impossible requirement to avoid. Policies require a comparative
examination of the size, feasibility, choice, cost, benefits, and uneven
distribution of risks.
The Meaning of Development 64.7.
GDP can be an important indicator of road, power, and industrial
development but is not a complete definition. If economic growth hides
the costs of long-term water scarcity, loss of health, or displacement, then
the account of growth is incomplete. Parallel philosophies link
development to dignity, livelihoods, ecological sustainability and future
options.
Pūrvapakṣa (Prima Facie View): What are the rights of future generations when they
no longer exist?
Uttarapakṣa (Response): The philosophical language of entitlement may be contested,
but at least it is clear that the present generation does not have unlimited permission
to inflict irreversible damage that would destroy the basic life-conditions of future
human beings. The power is in the future, so is the responsibility.
64.13 Climate-zokhim and local decisions
Long-term climate trends are understood from a broad sample, but not
directly from one village flood or season of a year. Spatial planning
combines both broad science and local geography.
The forecast is tentative and the administration would not provide a
specific date. Risk maps affect land values and displacement, so the
methodology should be public.
Uncertainty is not a reason to postpone preparation. Safer building
warnings and exits may be useful measures in the foreseeable future.
64.14 Displacement and Dignity of Place
A project or rehabilitation due to environmental risks will not only add
value to the home. Livelihoods are linked to neighbourhoods, places of
worship, language, and memory. Cash compensation does not
necessarily rebuild a relationship.
Those affected will receive advance notice, options, and the collective
power to bargain. Residents with weak ownership records should not be
invisible.
Where transfers are unavoidable, services should be prepared in
advance, livelihoods protected, and long-term outcomes checked.
Consent is not a one time signature.
64.15 Governance of the Common Resource
The pond, forest, or pasture are neither fully private nor openly
plundered. Community rules can save shared resources by creating
supervision and penalties. But keep in mind the power imbalance within
the community.
Out-of-state rules fail without local knowledge, and local dominance can
exclude vulnerable users. Multilevel governance requires clear
boundaries and appeal.
The affordability of resources will demand empirical investigation.
Conventional rules are not useful proofs and infallibility.
64.16 Preface: Poor Societies Cannot Afford the Environment
Development requires energy, roads, and industry; environmental
standards hinder the progress of the poor. The historical emissions and
resource-use disparities underpin this argument.
But the damage from pollution is worse for the poor themselves. The cost
of clean technology should be shared according to global and national
justice. not sacrificing vulnerable areas in the name of development.
A just transition demands contributions according to different
responsibilities and abilities, not the same results. The goals should be
both local employment and health.
64.8 Risks and precautions to be taken
Absolute certainty in environmental decisions is rare. Lack of evidence
is not automatically a reason for inaction if the potential harm is severe,
widespread, or irreversible. The precautionary principle redistributes
the burden of risk.
But a complete ban on every possibility can make innovation impossible.
There should be a proportionate precaution according to the likelihood,
extent of damage, options, monitoring and reversibility.
64.9 Distribution of the environmental cost
The risk of pollution or flooding often falls more heavily on poor, low-
lying or less politically vocal communities than it does on others. The
average profit can hide this distribution.
The project evaluation should look at whose land, health, livelihood and
culture are affected. Compensation is not a complete substitute for
consent and irreparable harm.
64.10 Relative value of the river
Not only the quantity of water in rivers, but also agriculture, fish, silt,
pilgrimage, and language form memories and boundaries. Control for
one purpose may destroy another.
The romantic worship of rivers does not negate the fact of floods, erosion
or disease. Engineering, ecology, and local experience combined to
create the project. The river-life of the Mithila calls for multifactorial
studies.
64.11 The Moral Status of Non-Human Beings
The ability to feel pain gives the animal a reason to feel good. Being
different species does not make arbitrary cruelty appropriate. The value
of an ecosystem may be a different question than the suffering of
individual organisms.
Food research and conservation must apply the criteria of necessity,
choice and harm reduction. Human interest is not zero but neither is the
only moral value.
64.12 The Just Transition
Decreasing polluting industries may be necessary, but workers and the
local economy can suddenly become jobless. It would not be fair to put
environmental policies at the expense of the vulnerable.
Training, income security, and participation in local investment and
decision-making are required. The speed of transmission should take
into account both scientific risk and societal capacity.
Chapter Conclusion
Environmental ethics questions the notion of man as a king apart from
nature. Future generations, non-human life forms, local communities,
and the need for scientific evidence and development must all be placed
in the same rational framework. The ecological formula of parallel
philosophy is the convenience of today rather than the survival of the
future.
